| This is advanced and highly responsible professional budget analysis work for the Miami-Dade County Water and Sewer Department.
An employee in this class is responsible for compiling, organizing and analyzing the budgetary and financial impacts to the department to provide recommendations to the department director. Responsibilities include planning, directing and coordinating departmental financial and budgetary management to include the development of the proposed operating and capital budgets; developing, coordinating and acquiring all necessary long term bond financing necessary for the purchase and/or construction of assets required for the operation of a large water and wastewater utility; coordinating and directing financial reporting and budget variance analysis activities; and complex analysis of revenue and expenditure forecasting with emphasis on departmental and County operating, renewal and replacement funds, state revolving loans and grants and financial instrument funds. Other responsibilities include conducting complex financial and programmatic research; developing complex interdepartmental memorandums of understanding and or inter-local agreements for service provision; and directing and coordinating the financial planning and programming for the department's capital improvement projects. The incumbent exercises extensive independent judgment and professional managerial knowledge in the business operations to ensure long-term financial and operational vitality of the department. General direction is received from the department director who holds the incumbent responsible for the professional management of activities and achievement of desired goals and objectives.
ILLUSTRATIVE TASKS
Directs and coordinates the effective control and monitoring of revenues and expenditures, analyses of sources of funds available to finance capital improvement programs, coordination of capital improvement financing through the issuance of bonds and other financing instruments.
Directs and coordinates development of proposed operating and capital budgets including production of actual budget documents for the department; makes recommendations to the department director and executive staff regarding overall budgetary and fiscal programmatic policy issues.
Directs and coordinates the financial planning and programming of large-scale capital projects and the long range capital improvement program.
Coordinates and conducts sensitive and complex budgetary policy, financial, statistical and programmatic research; conducts comparative water and wastewater wholesale, retail and miscellaneous revenue research and fiscal impact analyses; reviews performance measurement systems and fiscal indicators.
Acts as budget liaison between the department and County Manager's Office (CMO); meets with executives, supervisors and managers to resolve financial, planning and budgetary related matters, review policy issues and coordinate financial activities.
Monitors staffing levels and personnel related spending and authorizes personnel recruitment based on funding availability.
Reviews and evaluates financial management, planning and budgetary administration policies and procedures ensuring adherence to all local, state and federal regulations.
Performs related work as required.
