| NATURE OF WORK
This is responsible supervisory and administrative work in supervising bridge maintenance, repair and operations throughout the county. An employee in this class is responsible for planning, organizing and supervising, through subordinate supervisors, the maintenance, repair and operation of fixed and power operated bridges and the maintenance of adjacent parkways. Emphasis of the work is on the management of assigned personnel and coordination of material, supply and equipment requirements. Work involves the exercise of independent judgment in planning and implementing bridge repair and maintenance operations. Supervision is exercised through subordinate supervisors over skilled trades employees, repairers, bridge operators and other employees. Supervision is received from an administrative superior who reviews work through personal conferences and reports for effective bridge maintenance and operation.
ILLUSTRATIVE TASKS
Supervises through subordinate supervisors the maintenance and repair of fixed and power operated bridges including scraping and painting, repairing and replacing handrails and other structures, welding, concrete work, electrical work, and general mechanical repair; confers with supervisor on difficult or unusual maintenance , repair and equipment problems. Supervises through subordinate supervisors the staffing, training and scheduling of a large staff of bridge operators; assures that bridges are operated in accordance with applicable laws, rules and regulations. Periodically performs physical inspections of bridges to determine extent of repairs or modifications required; examines blue prints and estimates cost of materials and labor necessary to complete work; prepares diagrams of work to be accomplished; confers with bridge engineers to resolve unusual repair and maintenance problems. Establishes repair and maintenance priorities and rearranges as necessary for most effective utilization of personnel, equipment and materials; establishes preventive maintenance and inspection schedules for all bridges. Makes periodic checks and final inspections of work projects; assures work is completed in accordance with instructions and established departmental policies and procedures. Responds to emergencies involving failure of power bridges to operate properly and assures prompt repair. Requisitions supplies, materials, parts and equipment; assures adequate stock of supplies and parts to complete bridge repair and maintenance. Communicates and enforces established safety measures and regulations; instructs personnel in occupational hazards and safety precautions. Prepares and submits budget estimates; makes recommendations concerning requirements for equipment and personnel. Makes recommendations regarding hiring, discipline and promotion of subordinates; authorizes leave and overtime; reviews performance reports prepared by subordinates, and rates employee performance. Performs related work as required.
KNOWLEDGES, ABILITIES AND SKILLS
Thorough knowledge of the practices, methods, tools, equipment and materials used in the maintenance and repair of fixed and power operated bridges. Thorough knowledge of the principles and theories of hydraulic, mechanical and electronic equipment as applied to the maintenance and repair of power operated bridges. Considerable knowledge of the operating, repair and maintenance characteristics of power operated bridges. Considerable knowledge of the occupational hazards and safety precautions required in the repair and maintenance of bridges. Considerable knowledge of the rules and regulations controlling the operation of draw bridges crossing navigable waterways of the county. Considerable knowledge of supervisory principles and practices. Knowledge of budgetary policies and procedures. Ability to supervise a large staff of subordinates in a manner conducive to full performance and high morale. Ability to establish priorities for maintenance and repair activities and coordinate the use of personnel, equipment and materials in geographically separated areas. Ability to interpret and work from simple blueprints, diagrams, sketches or construction plans.
Ability to accurately estimate quantities of materials and time required to complete bridge repair and maintenance jobs. Ability to prepare budget estimates and recommendations.
