| NATURE OF WORK
This is advance technical field and office work in a water pollution control program for the Department of Solid Waste Management. An employee in this class is responsible for assuring that solid waste disposal facilities are in voluntary compliance with applicable State and local pollution control regulations, and are in full compliance with all required permits. Responsibilities include conducting field inspections, directing a groundwater sampling program, developing new testing programs, and preparation of technical reports. Work is performed in accordance with standardized field and technical methods with independent judgement exercised in recognizing abnormal test results. Supervision is exercised over subordinate technicians engaged in water pollution testing activities. Supervision is received form an administrative superior who reviews work for accuracy, and thoroughness in completing field tests and inspections.
ILLUSTRATIVE TASKS
Inspects solid waste disposal facilities to assure compliance with solid waste facility permits and applicable State laws and local ordinances. Supervises and participates in groundwater sampling program for all solid waste disposal facilities. Prepares sampling reports and analyzes collected data to identify groundwater contamination problems. Develops new groundwater sampling programs and other environmental compliance activities as required by State and local regulatory agencies. Makes recommendations regarding hiring, discipline and promotion of subordinates; authorizes leave and overtime; evaluates and rates employee performance. Performs related work as required.
KNOWLEDGES, ABILITIES AND SKILLS
Thorough knowledge of State of Florida solid waste permits. Considerable knowledge of chemistry, biology and physics as they pertain to water pollution control. Considerable knowledge of the apparatus and techniques used in field testing for water pollution. Considerable knowledge of environmental regulations pertaining to solid waste disposal facilities.
Knowledge of solid waste disposal facilities of the Department of Solid Waste Management. Knowledge of the records, forms and reports used in a solid waste disposal water pollution control program. Knowledge of supervisory principles and practices. Ability to supervises subordinates in a manner conducive to full performance and high morale. Ability to conduct groundwater sampling tests and evaluate laboratory test results with accuracy and good judgement. Ability to inspect solid waste disposal facilities and assure compliance with permits and regulations. Ability to prepare detailed technical reports of field investigations. Ability to communicate clearly and concisely, verbally and in writing.
