Illegal Dumping Enforcement Officer (Trainee)
Minimum Qualifications
High school diploma or GED. One year of experience in code enforcement is required. Trainees will be subject to an extensive background screening by the Miami-Dade Police Department and must successfully complete the Solid Waste Management Department Illegal Dumping Enforcement Trainee Program. Must possess a Driver license.
Job Specifications
NATURE OF WORK

This is field and office work in the investigation and enforcement of regulatory ordinances pertaining to the collection and disposal of solid waste.

Employees in this class are responsible for observing, investigating and performing surveillance to assure the proper disposal of solid waste by commercial establishments, private haulers and individuals. Responsibilities include the interpretation of solid waste collection and disposal ordinances, observation of activities at transfer stations and landfills to discourage the disposal of hazardous and infectious waste, issuance of warnings and citations to code violators, and monitoring of scalehouse operations to assure compliance with policies and procedures. Duties require the use of tact and independent judgment in enforcing ordinances, explaining regulations and assuring compliance with code requirements. Supervision is received from an administrative superior who reviews work for effectiveness of enforcement and related duties and assists with difficult problems.

ILLUSTRATIVE TASKS

Observes activities at transfer stations and landfill sites to identify code violations; inspects waste materials for identification of hazardous and infectious materials; arranges for proper testing and analysis of suspicious materials.

Investigates dumping activity to determine the source of hazardous and infectious waste materials; identifies hazardous and infectious materials; performs verification of the source of hazardous and infectious materials.

Performs surveillance of dumping activities to determine suspected code violators; observes operational activities for identification of safety hazards; monitors the activities of private haulers and scalehouse operators to deter the occurrence of illegal transactions; reports safety hazards and illegal activities to supervisory personnel.

Issues warnings and citations to commercial haulers to assure correction of violations; attends administrative hearings for commercial haulers who fail to comply with established procedures; prepares court documents, attends court proceedings and testifies as a witness in cases where citations result in legal action.

Prepares reports, maintains records, completes a variety of forms and prepares correspondence as required.

Establishes and maintains effective working relationships with department employees, superiors and commercial haulers.

Performs related work as required.

KNOWLEDGES, ABILITIES AND SKILLS

Considerable knowledge of the ordinances, rules and regulations pertaining to the storage, collection and disposal of solid waste.

Knowledge of the legal procedures related to the enforcement of solid waste storage, collection and disposal.

Knowledge of investigative techniques and surveillance procedures used in the enforcement of local ordinances.

Knowledge of hazardous waste handling procedures and safety requirements.

Knowledge of public relations principles and practices.

Knowledge of office practices and procedures.

Ability to enforce the provisions of local ordinances with firmness, tact and impartiality.

Ability to ascertain facts through the application of investigative techniques.

Ability to establish effective working relationships with department employees, superiors and commercial haulers.

Ability to prepare forms, reports and other documents.

Ability to communicate clearly and concisely, verbally and in writing.

Ability to understand and interpret the provisions of the solid waste collection and disposal ordinances and regulations.
