SWM Enforcement Coordinator
Minimum Qualifications
Bachelor's degree. Two years of administrative, inspection or enforcement experience in an environmental or solid waste management program are required. Additional experience may substitute for the required education on a year-for-year basis.

NATURE OF WORK

This is advanced administrative work in coordinating solid waste enforcement activities for the Department of Solid Waste Management.

An employee in this class is responsible for preparing, reviewing and coordinating all solid waste enforcement cases investigated by the Department of Solid Waste Management. Responsibilities include presenting civil cases before a hearing officer and conducting follow up enforcement procedures, coordinating and preparing all criminal cases to be presented to the State Attorney's Office for prosecution, and representing the department at all criminal arraignments, motion calendars, hearings and trials. The incumbent exercises considerable independent judgment in the preparation and processing of civil and criminal solid waste enforcement cases. Supervision is received from an administrative superior who reviews work through personal conferences and written reports for effectiveness of solid waste enforcement activities.

ILLUSTRATIVE TASKS

Plans, coordinates and manages the processing of the Department of Solid Waste Management's enforcement caseload through civil and criminal systems.

Prepares enforcement files and related documentation required to present civil cases before an administrative hearing officer including review of file for accuracy and preparation with witnesses.

Represents the department at civil hearings and conducts follow up enforcement procedures; issues notices of intent to lien and places liens on real and personal property as provided in the County Code.

Prepares enforcement files and other pertinent documentation required to bring criminal charges to the State Attorney's Office for the prosecution of violators; represents the department at criminal proceedings.

Prepares and assembles reports of enforcement activities and correspondence necessary for civil appeals and criminal court actions.

Prepares periodic reports on the civil and criminal progress of the department's enforcement cases.

Confers with code violators; explains corrective action necessary for voluntary compliance and provides information on compliance methodologies; conducts negotiations with violators prior to, at and after civil hearings and with violators prior to, at and after criminal proceedings.

Performs related work as required.

KNOWLEDGES, ABILITIES, AND SKILLS

Thorough knowledge of local regulations pertaining to storage, collection and disposal of solid waste.

Thorough knowledge of legal processes and procedures pertaining to the enforcement of solid waste regulations.

Considerable knowledge of negotiating techniques used to resolve violations of solid waste regulations.

Considerable knowledge of legal documents, records and reports required in solid waste enforcement activities.

Knowledge of the rules of evidence and of solid waste enforcement case preparation.

Knowledge of the rules of civil and criminal procedures.

Ability to plan, organize and coordinate solid waste enforcement activities.

Ability to enforce solid waste regulations with firmness, tact and impartiality.

Ability to prepare civil and criminal enforcement cases for disposition by hearing officers or the State Attorney's Office.

Ability to assemble comprehensive and accurate reports required for civil appeals and criminal court actions.

Ability to analyze complex enforcement problems and make sound recommendations for their resolution.

Ability to apply knowledges of legal processes and procedures to the review of solid waste enforcement cases.

Ability to communicate clearly and concisely, verbally and in writing.
