SWM Route Coordinator
Minimum Qualifications
High school. Four years of experience in solid waste operations involving direct familiarity with routing and geographic boundaries are required. Coursework in Business Administration, Geography or Planning may substitute for required experience on a year-for-year basis to a maximum of two years.
Job Specifications
NATURE OF WORK

This is specialized operational planning work for the Department of Solid Waste Management.

An employee in this class is responsible for planning operational route adjustments for garbage and trash vehicles based upon addition of new commercial and residential accounts. Responsibilities include conducting research to determine changes in districts which may require increased crews and equipment, adjusting routes in response to such changes, inspecting waste service areas, reviewing and analyzing records of garbage routes and waste tonnage from scalehouses, and studying the impact of proposed residential and commercial developments on waste routing operations. The incumbent exercises some independent judgment in determining operational route adjustments to increase efficiency and reduce costs. Supervision is received from an administrative superior who reviews work through personal conferences and written reports for effectiveness of planning recommendations.

ILLUSTRATIVE TASKS

Studies growth in unincorporated areas of Dade County and keeps abreast of possible development, through monitoring zoning hearings, scanning revised section maps and cutouts, and reviewing news media reports.

Advises superiors of projected commercial and household additions in districts which may result in the need for increased crews and equipment.

Adjusts routes due to new units or expansion in growing areas by using departmental automated routing system.

Physically inspects waste service areas to determine house counts and operational characteristics to audit components of the automated routing system and maps produced by the system; recommends adjustments of garbage routes based on actual counts and careful study of ingress/access problems for waste vehicles and personnel.

Reviews and analyzes garbage route completion records and route tonnages received at scalehouses; determines potential for operational route adjustments to improve efficiency and reduce costs.

Audits reports, records and files of County owned rollaways, deliveries and pick-ups; reviews new commercial accounts as required.

Reviews proposed developments submitted to the Developmental Impact Committee for operational and routing impacts.

Develops parameters for automated garbage routing system and automated trash system in, consultation with various departmental officials.

Makes recommendations for proposed additions to waste service areas based on requests from homeowners located outside service areas.

Performs related work as required.

KNOWLEDGES, ABILITIES AND SKILLS

Considerable knowledge of the geographic layout of the metropolitan area including road network, commercial and residential developments.

Considerable knowledge of solid waste management field operations including equipment and personnel utilization.

Considerable knowledge of the principles and practices of transportation planning as related to operations of a solid waste disposal department.

Knowledge of research techniques and sources of information on metropolitan area commercial and residential development.

Knowledge of the scheduling of garbage collection routes through a computerized Geographic Information System.

Knowledge of records, reports and forms used in solid waste collection as they pertain to operational route planning.

Ability to analyze detailed solid waste disposal routing information and make effective recommendations for route adjustments.

Ability to keep abreast of current changes in zoning regulations and new commercial and residential developments.

Ability to design operational route adjustments which are cost-effective.

Ability to communicate clearly and concisely, verbally and in writing.

Ability to establish and maintain effective working relations with superiors and officials of other public, and private agencies.
