SWM Contract Compliance Coordinator
Minimum Qualifications
Bachelor's degree. Two years of professional experience in contract compliance, procurement or Engineering administration are required.

NATURE OF WORK

This is advanced administrative work in contract management for the Department of Solid Waste Management.

An employee in this class is responsible for managing and monitoring long-term contracts for solid waste management activities. Responsibilities include monitoring the Montenay Power Corporation contract for compliance with operation and management agreements, meeting with contractors to resolve contractual discrepancies, preparing periodic reports, and reviewing proposed contracts, professional service agreements, bonding agreements and other contracts. The incumbent exercises considerable independent judgment in ensuring that contractors are in compliance with terms and conditions of contracts. Supervision is received from an administrative superior who reviews work through personal conferences and written reports for effectiveness of contract administration activities.

ILLUSTRATIVE TASKS

Monitors the Montenay Power Corporation contract with the Department of Solid Waste Management for compliance with operation and management agreements and County, state and federal regulations.

Meets with contractor to resolve contractual discrepancies and to ensure compliance with terms and conditions of contracts.

Prepares a variety of periodic reports for departmental management concerning progression of contracts.

Reviews for accuracy all invoices related to Resource Recovery contract and all invoices related to construction projects.

Reviews and analyzes proposed contracts, specifications, professional service agreements and bonding agreements prepared by Montenay Power Corporation related to the Resource Recovery facility for compliance with departmental guidelines, operation and management agreement, and local, state and federal rules and regulations.

Provides contractual assistance to departmental managers and supervisors on contract procedures.

Prepares a variety of reports and maintains accurate contract records.

Performs related work as required.

KNOWLEDGES, ABILITIES, AND SKILLS

Thorough knowledge of the terms and conditions of a variety of contracts between private contractors and the Department of Solid Waste Management.

Thorough knowledge of the principles and practices of large-scale contract management and administration.

Considerable knowledge of the principles of management and public administration.

Considerable knowledge of County procurement practices and procedures related to professional service agreement and long-term contracts.

Considerable knowledge of local, state and federal laws and regulations pertaining to a variety of departmental operations.

Ability to manage a variety of complex contracts to ensure compliance with contract provisions and applicable regulations.

Ability to evaluate and analyze a variety of contracts, professional service agreements and other agreements to ensure

compliance with departmental guidelines and appliable regulations.

Ability to communicate clearly and concisely, verbally and in writing.

Ability to establish and maintain effective working relationships with superiors and a variety of other public and private officials.

Ability to provide effective assistance to departmental supervisors and managers in contract procedures.
