SWM Planner
Minimum Qualifications
Master's degree in Urban Planning, Regional Planning, or a related field and two years of planning experience or Bachelor's degree in Urban Planning, Regional Planning or a related field and three years of planning experience are required.
Job Specifications
NATURE OF WORK

This is advanced professional planning work for the Department of Solid Waste Management.

An employee in this class is responsible for performing advanced planning work in monitoring and projecting complex and varied operating revenues, workload measures, revenue generators and budget operating expenditures. Responsibilities include preparing fleet management plans and memorandums for the purchase of new equipment, assisting with the preparation of the Recycling and Education Grant Application, and preparing solid waste disposal resources recovery revenue, expenditure and debt payment reports. The incumbent exercises considerable independent judgment and technical expertise in the analysis and evaluation of numerous complex financial and operating factors affecting the department. Supervision is received from an administrative superior who reviews work through personal conferences and written reports for satisfactory completion of assigned responsibilities.

ILLUSTRATIVE TASKS

Prepares the Solid Waste Disposal operating revenues report for the department's annual budget.

Prepares the solid waste tonnage workload measures for the Solid Waste Disposal Fund and for the Solid Waste Collections Fund for the department's annual budget.

Prepares the Solid Waste Disposal operating revenue monthly reports to compare operating revenues with budgeted and projected revenues for the fiscal year.

Prepares the Solid Waste Disposal and the Solid Waste Collections workload measures reports to compare monthly workload measures with budgeted and projected workload measures for the fiscal year.

Prepares monthly report to correct errors in scalehouse transaction records of the scalehouse transaction master file.

Prepares the Solid Waste Collections operating revenues and revenue generators reports for the department's annual budget.

Prepares the Solid Waste Collections monthly actual operating revenues and actual revenue generators reports.

Prepares fleet management plans and memorandums for purchasing additional and replacement light vehicles and heavy equipment.

Assists in the preparation of the Recycling and Education Grant for the current year.

Prepares the Solid Waste Disposal Resources Recovery operating expenditures, long-term debt payments, and electrical revenue report for the annual budget for the Solid Waste Disposal Fund.

Prepares the Solid Waste Collections Community Recycling curbside collections spreadsheet reporting the number of curbside recycling collections units and the appropriations, and the

refunded appropriations projected and budgeted for the current and future fiscal years.

Performs related work as required.

Considerable knowledge of the organization and operations of the Department of Solid Waste Management.

Considerable knowledge of computerized records and reports applicable to solid waste management and operations.

Considerable knowledge of workload measures applicable to a variety of solid waste operations.

Considerable knowledge of information required for solid waste management budget preparation and debt servicing.

Ability to analyze and evaluate complex financial and workload measurement information.
