Deputy Director, Department of Solid Waste Management
Minimum Qualifications
Bachelor's degree. A minimum of six to ten years of progressively responsible administrative and/or supervisory experience in public and/or business administration is required.

NATURE OF WORK

This is highly responsible executive level work assisting in planning and directing the complex operations of the Department of Solid Waste Management.

An employee in this class is responsible for assisting the Department Director in the management of departmental functions and for providing direct supervision to the heads of the Department's major operating divisions. Emphasis of the work is on overseeing departmental collections, disposal and recycling operations, service development, enforcement and security activities, and accounting, information services and other support areas. The incumbent exercises extensive independent judgment and professional managerial knowledge in directing departmental operations and supervising major departmental functions. Supervision is exercised through subordinate levels of executives, managers and supervisors over a large staff of professional, technical, administrative, clerical and laboring employees engaged in field and office operations. General direction is received from the Department Director who holds the incumbent responsible for the professional management of departmental functions and for effective assistance in achieving departmental goals and objectives.

ILLUSTRATIVE TASKS

Assists the Department Director in planning, organizing and directing departmental activities, defining goals and objectives, reviewing and evaluating departmental operations, and devising new policies and procedures to improve effectiveness.

Assists the Department Director in representing the Department before the Board of County Commissioners, County Manager's Office and other entities.

Assists the Department Director in coordinating solid waste management operations and activities with other County departments, senior County management and elected officials.

Acts in the absence of the Department Director, as required.

Assists in evaluating divisional performance in relation to departmental goals and objectives.

Meets with executive, supervisory and administrative employees to discuss and resolve budgetary issues, review projects and programs, establish or redirect priorities, review policies and procedures, and implement improvements in operations.

Makes recommendations and decisions regarding hiring, discipline and promotion of subordinates; reviews performance reports prepared by subordinate managers and rates employee performance.

Performs related tasks as required.

KNOWLEDGES, ABILITIES AND SKILLS

Thorough knowledge of the organization, interrelationships and operations of the Miami-Dade County Department of Solid Waste Management.

Thorough knowledge of the mission, goals and objectives of the Department in providing efficient and effective solid waste collection and disposal services to unincorporated Dade County.

Thorough knowledge of local, state and federal regulations pertaining to solid waste collection and disposal operations and related activities.

Thorough knowledge of the principles of general management, business and public administration.

Thorough knowledge of supervisory principles and practices.

Thorough knowledge of public relations principles and techniques.

Ability to apply advanced professional knowledge of the principles of management, business and public administration to assist in formulating departmental policy and assist in directing departmental activities.

Ability to plan, organize and supervise through various levels of executives, managers and supervisors, the work of subordinates in a manner conducive to full performance and high morale.

Ability to communicate clearly and concisely, verbally and in writing, to groups and individuals.

Ability to establish and maintain effective working relationships with senior County management and officials of other local, state and national organizations.

Ability to exercise sound judgment and discretion in devising, recommending and interpreting departmental and County policies, rules and regulations.

Ability to determine if divisional standards are being met and to redirect priorities as necessary.
