GSA Utilities Superintendent
Minimum Qualifications
Bachelor's degree in Mechanical Engineering, Electrical Engineering or a related engineering field. Three years of operational experience in a utility, industry or large facility with a central energy plant including supervisory experience are required. Must obtain a State of Florida Class A Mechanical Contractor's license or a Dade County Mechanical Master's license within the twelve month probationary period. Must possess a U.S. Environmental Protection Agency (EPA) Universal Certificate to handle chlorofluorocarbon (CFC) or hydrochlorofluorocarbon (HCFC) refrigerants. Additional experience may substitute for the required education on a year- for-year basis.

NATURE OF WORK

This is advanced skilled technical and supervisory work in the operation and maintenance of a Cogeneration Plant and related systems.

An employee in this class is responsible for supervising utility plant operators and power system technicians engaged in the operation, repair and maintenance of a central energy plant, electric chiller plant, emergency generators, manhole maintenance, fire alarm systems and security cameras. Responsibilities include providing technical direction to subordinates, planning work and procedures for small jobs and large projects, coordinating emergency generator repair work at various locations, and accounting for labor and material costs. The incumbent is responsible for responding to emergency calls and making critical decisions affecting the operation of emergency generators. Supervision is exercised over a staff of technical subordinates engaged in various operational, repair and maintenance tasks. Supervision is received from a professional superior who reviews work for efficient and effective plant operations, repair and maintenance activities.

ILLUSTRATIVE TASKS

Plans, assigns and reviews the work of utility plant operators; establishes, implements and modifies procedures for the operation, maintenance and repair of a central energy plant and distribution system that maintains environmental conditions in buildings of the Downtown Government Center and the Miami Sports Arena.

Exercises responsibility for operation, maintenance and repair of emergency generators to comply with fire and safety standards; plans, assigns and reviews maintenance and emergency repair work performed by power system technicians; establishes and implements computer generated preventive maintenance program in conjunction with code system to control and account for labor performed on emergency generators; requisitions materials required for jobs, coordinates delivery and assures personnel are assigned to jobs.

Responds to emergency calls after hours for consultation and to make critical decisions affecting the operation of emergency generators.

Plans, assigns and supervises maintenance and repair of security cameras, fire/smoke alarm systems and Library conveyance system.

Provides outside contractors with necessary information to excavate without damaging underground utilities within the

Downtown Government Center area or in the surrounding area where utilities are installed.

Coordinates activities with operators of Cogeneration Plant to maintain uninterrupted electricity and chilled water to the Downtown Government Center; maintains manholes and distribution lines to Miami Sports Arena; monitors computerized surveillance system to assure Cooling Tower is being properly operated; communicates and coordinates activities with the Miami Sports Arena to assure chilled water is available for arena events.

Serves as project manager on a smaller remodeling and construction projects; coordinates and schedules the activities of outside contractors, inspects completed work and authorized payment for services performed; consults with contractors on installations and future maintenance; advises superiors and contractors of faulty workmanship or materials during construction or subsequent warranty periods.

Provides advice and assistance to subordinates in the use of shop equipment and power tools, work methods and procedures, and in selection of proper materials for job; maintains equipment repair and service records; communicates and enforces safety rules and regulations.

Makes recommendations on budget allocations and expenditures; prepares periodic reports and correspondence as necessary; provides administrative assistance to utilities manager, as required.

Makes recommendations regarding hiring, discipline and promotion of subordinates; authorizes leave and overtime; evaluates and rates employee performance.

Performs related work as required.

KNOWLEDGES, ABILITIES AND SKILLS

Considerable knowledge of tripping, monitoring and alarm protection devices and relays of the chilled water distribution system.

Considerable knowledge of gas turbine power generation, pressure boiler plant operation and large chillers.

Considerable knowledge of safety practices and procedures applicable to a Cogeneration Plant and related systems.

Considerable knowledge of engineering and operations terminology associated with a power generating plant.

Considerable knowledge of Cogeneration Plant standard operating procedures and manufacturer's operating recommendations.

Considerable knowledge of the standard practices, methods, tools and materials of the HVAC and electrical trades.

Knowledge of the principles and theory of mechanics, electricity, thermodynamics and hydraulics.

Knowledge of the repair and maintenance characteristics of a wide variety of mechanical equipment and powered machinery.

Knowledge of HVAC blueprints and diagrams.

Knowledge of local codes applicable to operations in Dade County.

Knowledge of supervisory principles and practices.

Ability to detect defects in machinery and equipment and to make the necessary repairs or adjustments.

Ability to supervise a staff of skilled technicians and plant operators in a manner conducive to full performance and high morale.

Ability to install, repair, maintain and alter a variety of emergency generators and chilled water systems.

Ability to coordinate work at various geographical locations.

Ability to understand and follow verbal and written instructions.

Ability to read and interpret electrical blueprints and diagrams.

Ability to prepare accurate estimates of time and materials required for electrical assignments.

Skill in the care and use of machine tools, equipment and testing instruments of the electrical trade.
