| NATURE OF WORK
This is specialized supervisory work in the procurement, receipt, storage and issuance of construction and maintenance materials for the Park and Recreation Department. An employee in this class is responsible for the supervision and management of several warehousing operations located at various construction, maintenance and landscape facilities. Responsibilities include developing and implementing procedures for requisitioning, receiving, storing, issuing and recording a variety of materials utilized. The incumbent exercises independent judgment and initiative to provide for adequate inventory levels according to departmental demands and in the coordination of dispersed warehousing operations with purchasing and other departmental activities. Supervision is exercised over a staff of clerical and specialized employees engaged in various procurement and warehousing activities. Supervision is received from an administrative superior who reviews work through personal conferences and written reports for attainment of desired objectives.
ILLUSTRATIVE TASKS
Plans, assigns and reviews the work of a staff of specialized and clerical employees engaged in the procurement, receipt, storage and issuance of a variety of construction and maintenance equipment and materials. Reviews and prepares recommendations on commodity specifications, bid quotations, vendor selection, and billing transactions; coordinates purchase orders and requisitions with purchasing employees. Develops, implements and evaluates methods and procedures for ordering, receiving, storing, and issuing supply items; designs and implements procedures to protect items from loss, damage or deterioration. Maintains contact between field construction, maintenance employees and purchasing; reviews all construction and maintenance plans to assure optimum supply levels. Reviews and inspects materials and equipment for conformity to contract specifications; verifies deliveries against quantities purchased; monitors expenditures through delivery and purchase records. Maintains vendor contacts; coordinates deliveries, reordering, charges, and return of merchandise. Supervises maintenance of computerized inventory system to control reordering, pricing and inventory values. Makes recommendations regarding hiring, discipline and promotion of subordinates; authorizes leave and overtime; evaluates and rates employee performance. Performs related work as required.
KNOWLEDGES, ABILITIES AND SKILLS
Thorough knowledge of the receipt, storage and issuance of construction and maintenance items required in park and recreation operations. Considerable knowledge of commodity specification writing, bid analysis, requisitioning and purchasing procedures. Considerable knowledge of perpetual inventory recordkeeping. Knowledge of county purchasing procedures. Knowledge of computerized inventory control techniques and cost accounting procedures. Knowledge of supervisory principles and practices. Ability to analyze a variety of administrative problems and make recommendations for their solution. Ability to supervise subordinates in a manner conducive to full performance and high morale. Ability to establish and maintain effective working relationships with other employees, supervisors, and departmental officials. Ability to express ideas clearly and concisely, verbally and in writing.
