| Bachelor's degree in Park and Recreation Management, Business Administration, Public Administration, Horticulture or other related field. A minimum of three to five years of professional administrative, operational, or supervisory experience to include financial and budgetary management within a park and recreation system or related field are required. Must possess a Miami-Dade County or State of Florida General Contractor license. Additional experience may substitute for the required education on a year-for-year basis. | NATURE OF WORK
This is advanced responsible and professional work in the management of landscape special taxing districts for the Park and Recreation Department. An employee in this class is responsible for managing numerous landscape special taxing districts including Metrorail and the Port of Miami. Responsibilities include preparing revenue and expenditure budgets for each district, planning and reviewing landscape maintenance plans, monitoring special assessment revenues, preparing and monitoring preventive maintenance programs, preparing requisitions and equipment specifications, assisting in planning improvements and renovations for parks, and meeting with citizen governing organizations and individual citizens to explain expenditures and services. The incumbent exercises considerable independent judgment in managing landscape special taxing districts in accordance with applicable conditions and regulations. General direction is received from a senior executive who holds the incumbent responsible for the efficient and effective management of landscape special taxing districts.
ILLUSTRATIVE TASKS
Manages landscape special taxing districts including functions of landscape maintenance, graffiti removal, tree trimming and replacement, irrigation, picnic shelter rentals, lake maintenance and building maintenance. Prepares detailed revenue and expenditure budgets for each taxing district, Metrorail and the Port of Miami; meets with each district citizen governing organization and County agencies to review proposed budgets prior to approval. Plans and reviews landscape maintenance plans for all sites and reviews each taxing district with homeowner's associations and staff; monitors and inspects areas on a daily basis for compliance with maintenance standards and safety requirements; reviews problems, establishes priorities and prepares work orders; assesses contracted work for compliance with contract provisions and approves invoices for payment. Monitors special assessment revenues; prepares invoices for charges to the Port of Miami; manages expenditures in each area for adherence to budget plan; reviews payrolls and monitors time and charges reports and journal entries to ensure charges and credits are processed correctly. Assists in preparation and monitoring of preventive maintenance programs for equipment, buildings, fences, playground facilities and picnic shelters; reviews and makes recommendations concerning renovation and construction projects; coordinates light and heavy landscape maintenance projects and use of heavy equipment for tree trimming, root pruning, planting and other activities.
Prepares requisitions and equipment specifications for bids; develops and reviews bid documents for equipment, contracted labor, construction and renovation; makes recommendations on bid awards. Responds to citizen inquiries and complaints and prepares reports and correspondence. Assists in preparation of cost estimates for new or additional special taxing districts based on requests from citizen groups. Performs related work as required.

Thorough knowledge of regulations and requirements pertaining to the creation and administration of special taxing districts. Thorough knowledge of the principles of management and public administration. Thorough knowledge of budget preparation and administration for special taxing districts. Considerable knowledge of special taxing district regulations pertaining to methods of taxation, calculation of assessments and interest earned. Considerable knowledge of public relations principles and techniques. Ability to manage landscape special taxing districts in accordance with established rules and regulations. Ability to direct and coordinate a variety of operational and maintenance activities within special taxing districts. Ability to establish and maintain effective working relationships with superiors, members of the public, and officals of other public and private organizations.
