MDT Engineering Cost & Scheduling Specialist
Minimum Qualifications
Bachelor's degree in Civil Engineering or related field. One year of engineering or construction management experience to include the use of software spreadsheet systems such as Primavera or Microsoft Excel is required. Proof of education and work experience to meet minimum qualifications must be presented and will be verified.

NATURE OF WORK

This is specialized engineering work in the construction of a Metromover transit system for the Metro-Dade Transit Agency.

An employee in this class is responsible for managing Critical Path Method (CPM) procedures in accordance with UMTA regulations to assist in completing the Metromover extension in a minimum amount of time within clearly established parameters. Responsibilities include analyzing each component of the project, determining critical elements and time-frames, using project management software to monitor construction progress, producing periodic reports, preparing cost estimates, processing change orders, and reviewing and making recommendations on engineering contractor's bids. The incumbent exercises independent judgment in the application of the principles of civil engineering in the performance of assigned duties. Supervision is received from a professional superior who reviews work for effective management of Critical Path procedures and satisfactory performance of related duties.

ILLUSTRATIVE TASKS

Manages Critical Path Method (CPM) procedures in accordance with UMTA regulations to assist in completing the Metromover extension in an efficient and cost-effective manner.

Analyzes each component of the project, breaks-down components into critical elements, and determines necessary factors required to accomplish each element within the alloted time-frame; analyzes site preparation construction plans, manpower, costing, materials, specifications, inter-contractual relationships, and environmental factors.

Utilizes project management software to track and monitor the Critical Path Method.

Produces periodic Critical Path Method reports showing progress of Metromover extension construction and any scheduling problems.

Prepares and updates spreadsheets and cost reports; prepares cost estimates according to engineering plans and identifies areas where costs may be inconsistent with CPM's; maintains cost expenditures and balances.

Processes change orders which may include engineering drafting and specification changes.

Represents supervisor at construction progress meetings; presents engineering and budget reports; explains construction and costing problems.

Reviews and makes recommendations on engineering contractors' bids.

Performs related work as required.

Considerable knowledge of the principles and practices of civil engineering.

Considerable knowledge of the principles and techniques of Critical Path Method management.

Considerable knowledge of the operation of project management software.

Knowledge of applicable laws and regulations pertinent to the design and construction of the Metromover extension.

Knowledge of records, reports, and forms used in construction of the Metromover extension.

Ability to manage Critical Path Method procedures in accordance with UMTA regulations and departmental requirements.

Ability to analyze a wide array of complex engineering data and make sound recommendations for solutions to problems.

Ability to utilize project management software to track the Critical Path Method.

Ability to prepare engineering cost estimates and related computations.

Ability to communicate clearly and concisely, verbally and in writing.

Ability to explain complex construction and engineering cost problems.
