| NATURE OF WORK
This is highly responsible administrative work planning and directing financial activities for the Miami-Dade Transit Department.
An employee in this class is responsible for managing and supervising staff functions in general accounting, accounts payable, contract payables, revenue reporting, fixed asset and grant accounting, Transit Pass sales accounting, expenditure approvals, bond financing, and financial statement presentation. Responsibilities include preparation of financial statements, designing accounting and internal control procedures, analyzing financial and administrative policies and problems, directing the processing of large amounts of cash revenues and fare-script, and coordinating work with internal and external auditors. The incumbent exercises a considerable degree of independent judgment and professional managerial knowledge in ensuring sound financial management of department operations and in directing activities of the Controller Division of the Miami-Dade Transit Agency. Supervision is exercised over a staff of professional, technical, and clerical subordinates engaged in various phases of operations. General supervision is received from a senior executive who holds the incumbent responsible for the professional management of departmental financial and accounting activities.
ILLUSTRATIVE TASKS
Plans, assigns, and reviews the work of professional, technical and clerical employees engaged in general accounting, accounts payable, processing large quantities of cash revenues, fixed asset and grant accounting, and other departmental financial and accounting functions. Develops and installs financial procedures and policies to establish and maintain effective centralized control over departmental accounting functions. Provides technical assistance and expertise to departmental, County, vendor and regulatory officials concerning financial issues; assists auditors in examination of accounting records and reports, and assists subordinates with difficult or unusual problems. Prepares special analyses and reviews to ensure responsible departmental financial oversight. uthorizes purchase requests and payments in accordance with established policies, procedures, and regulations. Directs collection and processing of a large volume of cash revenues; manages production and distribution of a large volume of cash-equivalent fare-script. Provides passenger assistance during special community event transit services as required. Monitors MDTA fixed assets through accurate recording, inventory, and reporting systems. Represents the department in meetings, conferences, and seminars concerning MDTA financial operations. Reviews division work products to ensure that financial records, schedules, reports and statements are prepared in accordance with established regulations and generally accepted accounting standards. Makes recommendations regarding hiring, discipline, and promotion of subordinates; authorizes leave and overtime; evaluates and rates employee performance. Performs related work as required.
KNOWLEDGES, ABILITIES AND SKILLS
Extensive knowledge of the principles of accounting, business and public administration. Extensive knowledge of financial statement preparation for a government agency. Extensive knowledge of financial internal control systems and their application to the development and installation of complex accounting systems. Extensive knowledge of the organization and operations of the Miami-Dade Transit Agency. Thorough knowledge of supervisory principles and practices. Thorough knowledge of federal, state and local laws and regulations pertaining to financial operations of the Miami-Dade Transit Agency. Thorough knowledge of the financial provisions of contracts between various vendors and contractors and the Miami-Dade Transit Agency. Ability to plan, direct, and coordinate financial operations of the Controller Division of the Miami-Dade Transit Agency. Ability to manage departmental financial activities to ensure all funds are properly collected, accounted for and expended in accordance with legal restrictions. Ability to establish effective working relationships with senior departmental management, senior County officials, subordinates, and official of department vendors and contractors. Ability to exercise judgment and discretion in devising, installing and interpreting departmental financial and administrative policies and procedures. Ability to evaluate results in achievement of objectives and redirect priorities as necessary.
MINIMUM QUALIFICATIONS
Graduation from an accredited college or university with a Bachelor's Degree in Accounting (COPY OF DEGREE REQUIRED). Must possess State of Florida certification as a Certified Public Accountant (COPY OF CERTIFICATION REQUIRED). Six years of responsible experience in governmental financial management is required.
