Department Controller (Seaport)
Minimum Qualifications
Bachelor's degree in Accounting, Business Administration or a related field. Must possess a Certified Public Accountant (CPA) license. A minimum of three to six years of progressively responsible experience in governmental financial management to include debt financing, financial statement preparation, billing, accounts receivable, accounts payable, and credit and collection is required. Applicants qualifying for employment with the Miami-Dade Seaport Department will be subject to extensive security screening, including but not limited to fingerprint checks, employment verification, and other such procedures as may be mandated by federal, state, or local requirements. The security clearance required by federal law is a continuing condition of employment. Proof of education and work experience to meet minimum qualifications must be presented and will be verified.
Job Specifications
NATURE OF WORK

This is highly responsible professional managerial work in planning and directing financial activities for the Seaport Department.

An employee in this class is responsible for directing, supervising and coordinating a variety of administrative and financial functions for a complex seaport facility. Responsibilities include coordinating and directing financial planning, accounting, audit management, information and telecommunications systems management, credit and collections management, budget preparation and administration, risk management, procurement and records management activities. Responsibilities include formulating department financial plans, preparing financial projections, ensuring compliance with legal requirements and restrictions, coordinating information systems plans, developing and implementing fiscal controls, reviewing and approving expenditures, and preparing and administering the annual budget. The incumbent exercises considerable independent judgment in ensuring the sound financial management of departmental financial operations. Supervision is exercised through subordinate supervisors over professional, technical and clerical employees engaged in various phases of operations. General direction is received from an Assistant Department Director who holds the incumbent responsible for the professional management of assigned responsibilities and achievement of desired financial and administrative goals and objectives.

ILLUSTRATIVE TASKS

Plans, directs and coordinates the work of subordinate supervisors, professional, technical and clerical employees engaged in accounting, audit management functions, information and telecommunications systems, budget administration, procurement, credit and collections management, risk management and records management activities; establishes goals, objectives and specific tasks to be accomplished.

Develops and installs financial procedures and policies to establish and maintain effective centralized control over departmental accounting functions.

Formulates and coordinates the department's financial plan for all funds; reviews plans and prepares financial projections for revenues, expenditures and cash flow; modifies the financial plan as necessary to ensure adequate cash flow and departmental compliance with bond convenants.

Coordinates work with superiors, various departmental officials, officials of other County departments and agencies, bond counsel, attorneys and others to discuss and resolve various financial and administrative measures.

Represents the department in meetings, conferences and seminars concerning seaport financial operations.

Makes recommendations regarding hiring, discipline and promotion of subordinates; authorizes leave and overtime; reviews performance reports prepared by subordinates and rates employee performance.

Performs related work as required.

KNOWLEDGES, ABILITIES AND SKILLS

Extensive knowledge of the principles of accounting, business and public administration.

Extensive knowledge of financial internal control systems and their application to the development and installation of complex accounting systems.

Extensive knowledge of the organization and operations of the Seaport Department.

Thorough knowledge of local, state and federal laws and regulations pertaining to financial operations of the Seaport Department.

Considerable knowledge of information systems planning, design, development, implementation and development.

Considerable knowledge of supervisory principles and practices.

Ability to plan, direct and coordinate financial and administrative operations of the Seaport Department.

Ability to manage departmental financial activities to assure that all funds are properly collected, accounted for and expended in accordance with legal restrictions.

Ability to establish and maintain effective working relationships with subordinates, superiors, senior County officials and other public and private officials.

Ability to exercise judgment and discretion in devising, installing and interpreting departmental financial and administrative policies and procedures.

Ability to supervise subordinates in a manner conducive to full performance and high morale.

Ability to communicate clearly and concisely, verbally and in writing.
