Department Controller (SWM)
Minimum Qualifications
Bachelor's degree in Accounting, Business Administration or a related field. Must possess a CPA license. Six years of responsible professional experience in governmental, utility or public accounting to include debt financing for revenue bonds, financial statement preparations and implementation of sound fiscal controls for a self-supporting entity to include two years of supervisory experience are required. Proof of education and work experience to meet minimum qualifications must be presented and will be verified.

NATURE OF WORK

This is highly responsible administrative work planning and directing financial activities for the Department of Solid Waste Management.

An employee in this class is responsible for managing and supervising staff functions in finance and accounting. Responsibilities include coordinating the preparation of annual audited financial statements, supervising annual budget preparation and monitoring, designing accounting and internal control procedures, analyzing financial and administrative policies and problems, providing a variety of management reports, and coordinating work with internal and external auditors. The incumbent exercises considerable independent judgment and professional managerial knowledge in assuring the accurate and timely accounting of departmental funds. Supervision is exercised over a large staff of professional and clerical employees engaged in various phases of operations. General supervision is received from an Assistant Department Director who holds the incumbent responsible for the professional management of departmental financial and accounting activities.

ILLUSTRATIVE TASKS

Directs and supervises the activities of professional and clerical employees engaged in recording and classifying accounting transactions, reconciling journals, ledgers and other financial records, statements, reports and summaries; provides technical support in handling unusual financial transactions.

Supervises the preparation of the department's annual financial report, full cost disclosure notice, full cost report, financial responsibility report for the State of Florida, and annual bond coverage certification reporting.

Directs and supervises the financing needs of the department including coordination with the Finance Department, investment banking community, rating agencies, bond insurance companies and financial advisors for refinancing and new money debt issuance.

Supervises debt administration to include ensuring that debt obligations and compliance with bond covenants and other legal documents are met.

Coordinates the preparation and dissemination of departmental annual audited financial statements and related reports with external and internal auditors; assures that financial statements and reports reflect generally accepted accounting principles.

Coordinates preparation of annual budget for department; reviews reconciliations, budget line-items, projections and budgetary messages; monitors departmental revenues and expenditures and provides training to subordinates in budget preparation and procedures.

Manages financial operations to assure maximum revenue generation and accurate reporting; designs accounting and internal and control procedures; reviews manual and computerized financial applications.

Provides requirements definitions for all financial accounting data processing systems upgrades, conversions and implementations to meet County deadlines and ensure that the system's functionality is utilized effectively to meet the department's accounting and reporting needs.

Represents the department with internal and external auditors; assists in the examination of departmental accounting activities.

Provides periodic reports of revenues and expenditures to senior management officials.

Makes recommendations and decisions regarding hiring, discipline and promotion of subordinates; authorizes leave and overtime; reviews performance reports prepared by subordinate supervisors and rates employee performance.

Performs related work as required.

KNOWLEDGES, ABILITIES AND SKILLS

Extensive knowledge of the principles of accounting, business and public administration.

Extensive knowledge of financial internal control systems and their application to the development and installation of complex accounting systems.

Extensive knowledge of the organization and operation of the Department of Solid Waste Management.

Thorough knowledge of supervisory principles and practices.

Thorough knowledge of rules, regulations, policies, statutes and ordinances pertaining to solid waste management financial operations.

Thorough knowledge of budget preparation, policies and procedures.

Ability to effectively direct financial and accounting operations of the Department of Solid Waste Management.

Ability to plan, organize and supervise, through subordinate supervisors, the work of employees in diversified fields.

Ability to manage departmental financial activities to ensure all funds are properly collected, accounted for and expended in accordance with legal restrictions.

Ability to establish effective working relationships with senior department management, senior County officials, subordinates and officials of private agencies.

Ability to exercise judgment and discretion in the devising, installing and interpreting of departmental financial and administrative policies and procedures.

Ability to evaluate results in achievement of objectives and redirect priorities as necessary.
