| NATURE OF WORK
This is a highly responsible professional managerial work in planning and directing the financial / fiscal activities of the South Florida Employment and Training Consortium (SFETC).
An employee in this class is responsible for directing, supervising and coordinating a variety of administrative and financial functions for a complex publicly funded department. Responsibilities include coordinating and directing financial planning, accounting, audit management, budget preparation and administration, procurement and records management activities. Responsibilities include formulating department financial plans, preparing financial projections, ensuring compliance with legal requirements and restrictions, developing and implementing fiscal controls, reviewing and approving expenditures, and preparing and administering the annual budget. The incumbent exercises considerable independent judgment in ensuring the sound financial management of departmental financial operations. Supervision is exercised through subordinate supervisors over professional, technical and clerical employees engaged in various phases of operations. General direction is received from the Executive Director who holds the incumbent responsible for the professional management of assigned responsibilities and achievement of desired financial and administrative goals and objectives.
ILLUSTRATIVE TASKS
Manages and coordinates accounts payable activities including timely payment of Department and County obligations in accordance with legal and procedural requirements, maintenance of accurate records, and establishment of proper controls to account for expenditures of Federal and State funds.
Manages financial accounting and processing of payments, including allowance of payments for job training participants; provides technical assistance to service providers and close out grants.
Trains staff in methods for performing an effective and efficient job. Plans workloads, workflows, deadlines, work objectives and time utilization with staff.
Supervises the compilation of financial reports and statistical information for various reports; coordinates external audit and management consulting services; reviews financial information and prepares reports; reviews and informs staff of updated Administrative Orders, resolutions and contracts to enhance internal controls and respond to audit inquires and findings.
Responsible for expenditure and revenue monitoring, forecasting, trend analysis and projections for the general fund and non-general fund.
Attends and participates in meetings with service providers, departmental management and other public and private organizations. Responsible for special report and other tasks as assigned. Has signature authority for all departmental purchasing and accounts payable functions in the absence of the Executive Director.
Makes recommendations to the Department Director regarding hiring, discipline and promotion of subordinates; authorizes leave and overtime; evaluates and rates employees performance; performs related work as assigned.

KNOWLEDGES, ABILITIES AND SKILLS
Extensive knowledge of the principles of accounting, business and public administration.
Extensive knowledge of financial internal control systems and their application to the development and installation of complex accounting systems.
Thorough knowledge of local, state and federal laws and regulations pertaining to financial operations of the South Florida Employment and Training Consortium.
Considerable knowledge of information systems planning, design, development and implementation.
Considerable knowledge of supervisory principles and practices.
Knowledge of the organization and operations of the South Florida Employment and Training Consortium.
