| NATURE OF WORK
This is advanced administrative work in the management of Head Start centers for the Community Action Agency. Employees in this class are responsible for the management and overall operation of a group of Head Start centers. Responsibilities include assigning and reviewing the work of Head Start center employees, assigning children to classrooms, preparing and submitting reports, ensuring compliance with center licensing requirements, monitoring requisitions and approving invoices for goods and services, maintaining records of children enrolled in the program, and assuring that performance standards are met in accordance with departmental policies and procedures. The incumbent exercises considerable independent judgment in directing and coordinating Head Start center activities to achieve program goals and objectives. Supervision is exercised over a staff of teachers and teacher assistants with assigned responsibilities at various Head Start locations. Supervision is received from an administrative superior who reviews work through personal conferences, written reports and personal observations for effective management of assigned Head Start centers.
ILLUSTRATIVE TASKS
Directs and supervises overall operation of an assigned group of Head Start centers; assigns teaching staff to classrooms and designates lead teachers as required; assigns Head Start children to classrooms. Monitors requisitions for supplies and approves invoices for goods and services; completes periodic inventories of equipment and supplies. Reviews all staff certificates of health to assure their validity. Prepares and submits reports of parent involvement activities; assures that teaching staff complete required home visits and parent conferences on a timely basis. Ensures that Head Start program goals and objectives and performance standards are met in accordance with departmental policies and procedures; attends meetings to discuss and resolve programmatic issues. Maintains individual records of Head Start children. Assists in recruiting, training, assigning and scheduling program volunteers. Meets with school principals for assignment of Head Start classrooms at Dade County Public School sites. Makes recommendations regarding hiring, discipline and promotion of subordinates; authorizes leave and overtime; evaluates and rates employee performance. Performs related work as required.
Considerable knowledge of the theories and principles of elementary and early childhood education. Considerable knowledge of the principles of business and public administration. Knowledge of public relations principles and techniques. Knowledge of the records, reports and forms required for Head Start center operations. Ability to direct and manage the operations of a group of Head Start centers in accordance with departmental policies and procedures. Ability to supervise subordinates in a manner conducive to full performance and high morale. Ability to maintain records and prepare reports. Ability to establish and maintain effective working relationships with subordinates, superiors and a variety of public and private officials. Ability to monitor Head Start center activities to assure achievement of program goals and objectives. Ability to communicate clearly and concisely, verbally and in writing.
