| NATURE OF WORK This is advanced and highly responsible grants administration for the Miami-Dade County Office of Strategic Business Management (OSBM).
Employees in this class are responsible for directing and coordinating all activities related to the Ryan White Title I program, including development, coordination, and oversight of health and support services for persons with HIV disease. Responsibilities include the preparation of the County's annual competitive grant application; monitoring compliance with federal regulations on the administration of Title I funds and federal and state guidelines for the provision of services to persons living with HIV/AIDS; coordination of needs assessment activities leading to the identification of service priorities and allocation of Title I funds to the areas of greatest need; and, conducts comprehensive planning functions with particular emphasis on coordination of Title I program policies and funding with other federal, state, and local programs targeting indigent persons infected with HIV. Related duties include assisting the Miami-Dade HIV/AIDS Partnership (federally mandated planning body) with the development and implementation of the HIV/AIDS Comprehensive Plan; management of the Title I Performance Improvement Plan in coordination with the Miami-Dade HIV/AIDS Partnership, service providers, and consumers of Title I services; formulation of service policies and procedures in conjunction with the Partnership; the evaluation of service programs based on performance measures; and, the assessment of service costs in relation to program effectiveness. Other responsibilities consist of reporting to the U.S. Health Resources and Services Administration, the County, and the Miami-Dade HIV/AIDS Partnership; overseeing the Partnership's composition and its compliance with federal mandates; supervision of programmatic and fiscal functions, including personnel management; procurement of HIV-related services through an annual competitive Request for Proposals process; negotiation, management, and monitoring of professional service agreements; fiscal oversight including supervision of payments to contracted service providers; management of the Ryan White Unit's administrative budget; and, acting as liaison between the County, federal officials, state and local government representatives, service providers, ad persons living with HIV/AIDS. This position is also charged with developing HIV policy recommendations as it pertains to County funds and service programs.
ILLUSTRATIVE TASKS Manages and directs all activities related to the Ryan White Title I program, including development, coordination, and oversight of health and support services for persons with HIV disease.
Prepares the County's annual competitive Ryan White Title I grant application.
Monitors compliance with federal regulations on the administration of Title I funds and federal and state guidelines for the provision of services to persons with HIV disease.

Supervises programmatic and fiscal functions, including staff supervision, contract development, program and fiscal monitoring, and payment to contracted service providers.

Acts as liaison between the County, federal officials, state and local government representatives, and persons living with HIV/AIDS.
