| Bachelor's degree in Public Administration, Business Administration, or related field. A minimum of five to ten years professional experience to include staff supervision and developing, monitoring, or reviewing financial budgets or performing related fiscal and/or management analyses are required. Should have some knowledge of or experience in large county government in the area concerning both long term and short term planning. A Master's degree in Business Administration, Public Administration or a related field may substitute for one year of the required experience. | |

| NATURE OF WORK This is an advanced and highly responsible managerial work for the Miami-Dade County Office of Strategic Business Management (OSBM).
Employees in this class are responsible for compiling, organizing and analyzing the impact of incorporation and/or annexation of unincorporated areas to all County departments that provide service in Unincorporated Municipal Service Area (UMSA). Incumbents are responsible for working to refine County incorporation/annexation policy. Responsibilities include supervising staff assigned to the Incorporation, Annexation and Municipal Services Division within OSBM; providing direction, supervising and final review of all the necessary documentation in order to present to the County Manager's Office and the Board of County Commissioners (BCC) the fiscal impact and possible service level changes to the remaining residents of the UMSA due to all prior, current and/or proposed incorporation and/or annexations. The incumbent is required to make sure that all community meetings and or Municipal Advisory Committees (MAC) established by the BCC for unincorporated proposed areas are adequately staffed and shall serve as the liaison between the County and those groups. The duties of the position include the promotion and development of interlocal agreements between existing County departments and any proposed municipalities for municipal service in the new jurisdiction and identification of areas in which County departments could provide municipal services at a competitive price when compared with other private providers/vendors. Additionally, the incumbent is responsible for coordinating and preparing presentations to the public and/or other municipal agencies covering the above-mentioned interlocal agreements and the cost/pricing studies. The incumbent is expected to exercise considerable independent judgment in coordinating and developing the above-mentioned activities.
ILLUSTRATIVE TASKS Conducts complex revenue and expenditure forecasts with particular emphasis on general discretionary operating and capital funds in order to mitigate any negative effect of incorporation.
Analyzes high-priority complex departmental operating and capital budgets and related funding source for initial presentation to proposed new municipalities.
Evaluates, projects and forecasts financial activity for departments that are effected by incorporation and/or annexation.
Acts as liaison between County departments and the proposed and/or actual new municipalities on all matters related to incorporation and/or annexation.
Prepares narrative and financial information required for development of the staff reports on the impact to UMSA due to incorporation/annexation to the BCC.
Coordinates development of Municipal Advisory Committee (MAC) reports, which include staff report showing the effect to the Unincorporated Municipal Service Area (UMSA) residents.
Develops policy recommendation regarding County funding, staffing, services due to incorporation and/or annexation.
Works with other County staff to identify areas in which services can be provided to new and existing municipalities and to assist in developing cost effective or alternative means of service delivery.
Performs related work as required.
