ERD Program Developer
Minimum Qualifications
Bachelor's degree in Business Administration, Public Administration, Education or a related field. Two years of professional personnel development, training, personnel and/or related experience are required.
Job Specifications
NATURE OF WORK

This is professional administrative work in the development of countywide training programs in alignment with Miami-Dade County's results oriented government philosophy.

An employee in this classification will research the learning marketplace for training products and services in order to provide training programs countywide. Responsibilities include analyzing a department's strategic plan and conducting assessments in order to find deficiencies that can be improved by training, facilitating upper management training sessions, performing outreach to departments and marketplace providers, and monitoring compliance with departmental strategic plans. The incumbent exercises considerable independent judgment in the application of adult education theory and practice to the administration, development, and implementation of employee development programs. General supervision is received from a professional superior who holds the incumbent responsible for achievement of Miami-Dade County's strategic training development goals and objectives.

ILLUSTRATIVE TASKS

Researches, surveys and benchmarks training products and services for strategic change.

Identifies relevant educational partnerships, programs, and successful strategies; provides and coordinates online and multi-media employee development programs.

Implements short and long-range employee development plans including planning and development of new countywide courses and revisions of existing courses for strategic planning compliance.

Plans, assigns, and reviews the work of subordinate professional employees engaged in conducting classroom training, developing training materials, and performing a variety of other duties in support of countywide employee development activities.

Evaluates employee development programs to determine their effectiveness and makes recommendations for improvements.

Conducts formal classroom training, seminars, and special employee development activities; reviews course outlines and lesson plans for compatibility with the results-oriented government philosophy goals and objectives.

Determines current employee development needs and relative priorities; determines future needs through contacts with departmental officials and periodic surveys.

Assesses and evaluates departmental training programs for quality and relevance, and designs customer service programs that highlight best practices.

Responds to departmental requests for technical information related to employee development program coursework.

Performs related work as required.

KNOWLEDGES, ABILITIES AND SKILLS

Thorough knowledge of general adult educational theories and principles.

Thorough knowledge of current techniques, methods and practices in adult education and employee development.

Considerable knowledge of personnel policies and procedures related to requirements for effective employee development programs.

Considerable knowledge of County organization and operations and the relationship with effective employee development programs.

Considerable knowledge of the goals and objectives of a countywide employee development program; and a thorough understanding of results oriented government philosophy.

Knowledge of research methods and techniques; experience with benchmarking.

Ability to research, plan, design, and implement comprehensive employee development programs.

Ability to make effective, energetic and dynamic presentations, and conduct classroom instruction to achieve objectives.

Ability to communicate clearly and concisely, verbally and in writing to groups and individuals.

Ability to develop and utilize surveys, needs assessments, and other research vehicles to determine countywide employee development needs that correspond to departmental strategic plans and the results oriented government philosophy.

Ability to exercise sound judgment in the development of countywide employee development programs.
