A Technical Advisory Committee was formed to aid in the development of the Housing Data Clearinghouse including assistance in developing the methodology needed to obtain standardization and accurate coverage of publicly-assisted housing. The programs and categories that were identified to complete the housing data are as follows:
- Section 8: This program includes both projects and voucher/certificates. The former have a fixed location the latter do not; the recipient of a voucher can choose the unit virtually anywhere. Each jurisdiction that is participating in this program was contacted. Project data and locations were provided as well as addresses of unit locations of voucher holders. The following agencies were contacted: MDHA, Hialeah Housing Authority, Homestead Housing Authority, and Miami Beach Housing Authority.
- Other Rental: This category consists of multiple programs, including public housing. It also includes the Surtax construction funds for rental projects, SHIP funds from the State as allocated to local jurisdictions, rental projects funded by the Miami-Dade Housing Finance Authority and individual municipalities, and HUD administered Section 202 (Elderly) and Section 8111 (Disabled) programs, plus some rental rehab programs. All of these rentals were identified, taking care to eliminate duplicate entries. All HUD entitlement cities were contacted, as well as, MDHA, U.S. HUD, OCED, the Florida Housing Finance Corporation, the Miami-Dade Housing Finance Authority, as well as municipalities funding their own projects.
- State Tax Credits: This program was included under Other Rental but is kept separate because the Florida Housing Finance Corporation (FHFC) is the administrator. In many cases these projects were multi-funded, but for simplicity and avoidance of double counting, they were only counted once as a Tax Credit project. The FHFC was contacted for the data, which is well maintained and easily accessed.
