The Miami-Dade Police Department (MDPD) and the Bureau of International Narcotics and Law Enforcement Affairs (INL) entered into a Memorandum of Understanding (MOU) establishing the framework for cooperation to support law enforcement and anti-crime efforts. INL now seeks to launch the third cooperative activity under the MOU framework. Therefore, INL will train non-English speaking CRIME PREVENTION AND COMMUNITY POLICING Agents as coordinators in various courses and subject matters. Having qualified trainers and instructors prepared and available to deliver these courses is critical to this effort.
MDPD has developed a course curriculum for the training needs listed below. Training will be offered in a “Train the Trainer” format for Crime Prevention and Community Policing Coordinators as Police Instructors. The courses will combine classroom instruction with numerous field exercises which shall be higher percentage than classroom settings. The main objective of the “Train the Trainer” sessions is to raise the professional skills of the Crime Prevention and Community Policing, especially in the areas of D.A.R.E. (Drugs Abuse Resistance Education, P.A.L. (Police Athletic League), G.R.E.A.T. (Gang Resistance Education And Training), and Community Relations; introduce them to new techniques and methodology, expose them to available outside expertise, and train them on the proper use of these new resources.
The training goal is to ensure that a strong training package is delivered to the Guatemalan National Civil Police (PNC) Crime Prevention and Community Policing Coordinators/Instructors and command staff who will pass knowledge and skills to their co-workers through formal classroom setting and in-service training programs having learned the following:
- G.R.E.A.T, P.A.L, and Safe School methodology and concept.
- D.A.R.E. certification
- COMPSTAT COMPuter STATistics/COMParative STATistics) methodology, practice, and concept.
- The principles and practices of Community Oriented Policing (COP) and Problem Oriented Policing (POP), using the SARA model (Scanning, Analysis, Response and Assessment).
- How to train and motivate other PNC Crime Prevention Officers on Crime Prevention and Community Policing programs.
- How to organize and coordinate effective school, and Community Activities.
- How to develop a training curriculum.
Members of the command staff for the Guatemalan Civil Police also participated in a Police Leadership & Management course.
