Distinguished Officer of the Month - June 2011

Sgt. Manuel Regueiro

The Miami-Dade Police Department (MDPD) is pleased to announce that Sergeant Manuel Regueiro has been awarded the Departmental Gold Medal of Valor and selected Distinguished Officer of the Month for June 2011. Sergeant Regueiro has been a member of the Department since December 1999 and is currently assigned to the Northside District, but was assigned to the Robbery Bureau's Robbery Intervention Detail when this incident occurred.

On July 12, 2008, at approximately 9:14 a.m., Sergeant Regueiro was awakened by the continuous sound of a female screaming.  He exited his parents' residence to investigate the screams, and then heard numerous gunshots coming from a house directly west of his location.  He immediately re-entered the residence, where he retrieved his firearm, police handheld radio, and badge, which he displayed on a chain around his neck.

Alone, and despite the possible dangers, Sergeant Regueiro ran hastily toward the screams and gunfire, while advising the dispatcher. Sergeant Regueiro subsequently confronted an armed subject, Luis Pena, in the front yard of a residence.  The subject was actively shooting Ms. Betacourt, who was lying helplessly on the ground. Witnessing the frenzied attack, Sergeant Regueiro identified himself as a police officer and ordered the subject to drop the firearm.  In response, the subject turned toward Sergeant Regueiro and shot at him while he approached.  Fortunately, he missed. Sergeant Regueiro returned fire, striking the subject twice, causing him to fall to the ground.
Immediately after the exchange of gunfire, MDPD and City of Miami Police Department units arrived at the scene.  The subject had sustained one gunshot wound to the abdomen and another to his right knee. Ms. Betacourt sustained multiple gunshot wounds to the body and one to her face.  Both were transported to the Ryder Trauma Center, where they underwent surgery and survived their injuries.  It was later determined that the victim and the subject were in a romantic relationship and the incident was the result of a break-up. The subject was charged with one count of attempted first degree murder of a law enforcement officer for his actions against Sergeant Regueiro, and a second count of attempted first degree murder for actions against the victim.

Sergeant Regueiro is to be commended for his valiant response to protect human life.  His actions were decisive, heroic, and his dedication to duty was clearly exhibited.  His actions reflect positively upon the Department and the community we serve.
