    Communications Command and Control Center
    The preliminary design for the first phase of the multi-story Command, Communication and Control Center, integrating the cargo and security gate complex, was completed in 2005. When activated in late spring or early summer 2006, the Interim Control Center (ICC) will serve primarily as the seaport's security center, from where port security personnel monitor and operate all remote surveillance systems throughout the port, and the STARS (Stolen Auto Recovery System) units. From the ICC facility, security personnel will remotely monitor all truck operations with electronic scan equipment, closed circuit TV cameras, intercom phone systems, and lift gates that control truck movements.

    Phase I of the cargo and security gate complex will open with 16 lanes - 10 in and 6 out. Security personnel will staff three of the inbound gates and two of the outbound, designated for private vehicles. The truck gates will have interactive consoles providing verbal contact between the driver and the control tower, destination selection buttons and entry ticket dispensers. All the entrance gates will be equipped with optical character reading equipment and the STARS units. The exit gates will incorporate RPMs (Radiation Portal Monitors), a system designed to detect radiation in a moving vehicle.
