Miami-Dade County Mayor Daniella Levine Cava announces new Director of Constituent Services and Director of Civil Rights and Labor Relations

Today, Miami-Dade Mayor Daniella Levine Cava announced two new key members of her administration: Dr. Cassandra Arnold will join the team as Director of Constituent Services and spokesperson for Haitian affairs, and James Rowan will serve as Director of Civil Rights and Labor Relations.

As Director of Constituent Services, Dr. Arnold will lead the administration’s efforts to make County government more responsive to residents and to build a world-class constituent services program to connect County residents with answers, information, and support. Additionally, Dr. Arnold will serve as the Mayor’s Haitian Creole spokesperson to engage directly with Miami-Dade's Haitian community.

As Director of Civil Rights and Labor Relations, Mr. Rowan will coordinate collective bargaining within the Mayor’s office for organized labor representing employees either directly or indirectly employed by Miami-Dade County, supporting the work of COO Jimmy Morales to ensure the County is leading by example in uplifting workers’ rights.

"Ensuring that all our residents can directly access the services and support they need, and making government friendlier and more transparent, are pillars of the administration I’m building," said Mayor Levine Cava. "At the same time it’s critical that we invest in protecting and empowering our County workforce and ensuring they have a direct voice in our government."

Dr. Arnold is a native of Port-au-Prince, Haiti and long-time resident of Miami with deep experience in marketing, business development, and community engagement. She founded a scholarship foundation and nonprofit that provides thousands of dollars in scholarships and mentoring hours to Haitian and Black women students studying business and STEM at her beloved alma mater, Florida A&M University. Dr. Arnold also holds an MBA from the University of Miami and a Doctorate in Organizational Leadership with a focus on Global Leadership Development in Foreign Markets from Argosy University.

Mr. Rowan has over 20 years of experience in labor relations and corporate compliance. Most recently, he served as the Assistant General Counsel to the University of Miami, where he provided advice to University leadership on a vast array of legal and regulatory issues confronting a major research educational institution and health system. Mr. Rowan previously served as Director of Compliance and Privacy Operations for Broward Health, overseeing the day-to-day operations of the Compliance Department and the health system’s compliance program. He holds degrees from Morehouse College and Vanderbilt University School of Law.
