    What We Do
    The Miami-Dade County, Department of Small Business Development (SBD) works to increase the participation of small businesses on County contracts. The department coordinates and implements various small business programs to provide business opportunities and technical assistance to aid these firms in their growth and contribution to South Florida’s economy.
    To execute the small business programs, SBD:
    • Monitors contracts for compliance with approved small business participation measures
    • Administers Mentor Protégé program
    • Administers the Management and Technical Assistance Program
    • Administers The Surety Bond Program
    • Administers the Financial Assistance Programs
    • Managing the  contracts for responsible and/or living wages
    • Manages  the County’s  Community Workforce Program (CWP)

    U.S. Department of Transportation Launches ARRA Bonding Assistance Reimbursable Fee Program for Disadvantaged Business Enterprises

    The U.S. Department of Transportation (DOT), Office of the Secretary (OST), Office of Small and Disadvantaged Business Utilization (OSDBU) is pleased to announce the availability of the Disadvantaged Business Enterprise (DBE) American Recovery and Reinvestment Act (ARRA) Bonding Assistance Reimbursable Fee program (BAP). Pursuant to ARRA, DOT was appropriated a combined $48.1 billion in funding for the purpose of stimulating the economy, creating jobs and investing in the nation’s transportation infrastructure. ARRA also appropriated $20 million to the DOT for DBE bonding assistance.

    Under the DBE ARRA BAP, DOT will provide direct reimbursement of bonding premiums and fees incurred by DBEs competing for, or performing on, eligible transportation infrastructure projects receiving DOT ARRA funding. Applications must be received by mail or electronically transmitted to OSDBU on or before September 8, 2010 for bond issue dates for ARRA projects on or after August 28, 2009.

    Economic Stimulus Plan

    On July 17, 2008, the Economic Stimulus Ordinance proposed by Mayor Carlos Alvarez, was approved by the Board of County Commissioners.  The plan is intended to stimulate the economy by accelerating the contracting process over the next 12-18 months for approximately 140 capital projects valued at $600 million. (Read more)

    The best place to start a search for a business owner that is interested in doing business with Miami-Dade County is the Vendor Assistance Unit. The Vendor Assistance Unit registers business owners that wish to participate in contracting opportunities with Miami-Dade County. This facility falls under the jurisdiction of the  Department of Procurement Management (DPM).

    Surety Bond and Financial Assistance Unit

    The Surety Bond and Financial Assistance Unit  reached a major milestone with the recent Board of County Commissioners (BCC) approval of the amendments to the Community Small business Enterprise (CSBE) Ordinance. The amendments now give SBD the authority to provide guarantees on working capital loans for CSBEs through partnering relationships with financial institutions.

    Continental Bank has recently agreed to partner with SBD to create the Small Business Contract Lending Program.

    The program will also be available to Small Business Enterprise (SBE) firms adding more than 700 firms to the program population.

    CSBEs and SBEs with County contracts may be eligible to receive short term working capital loans against these contracts. The intent of this program is to bridge the gap between submissions of requisition to receipt of payment. The loans are structured as revolving lines of credit where firms can be paid up to 85% of approved invoices within 48 hours. Loan proceeds can only be used for contract related expenses. The contract serves as collateral for the loan and is assigned to the lending institution. Interest rates are competitive. Eligible firms must be CSBE or SBE certified and in good standing within County Ordinances.
