All consultants and firms electing to participate in the County’s acquisition of solicitation of professional services must be Pre-Qualified.
On June 5, 2001, Miami-Dade County’s Board of County Commissioners adopted legislation requiring all firms that engage in the practice of architectural, engineering, landscape architecture, land surveying and mapping, or design-build services have obtained Pre-Qualification Certification prior to responding to a Notice to Professional Consultant for the acquisition of such services.
Pre-Qualification Certification (PQC) consolidates the technical certification, affirmative action plan certification and business entity registration into one streamlined certification process resulting in the issuance of one Pre-Qualification Certificate.
- The certification is valid for a one (1) year, provided all eligibility requirements are current.
- The Miami-Dade County Technical Certification Committee reviews and approves all applications for technical certification in the various professional services categories. Firms may obtain certification in multiple categories.
- The PQC expiration will coincide with the Technical Certification expiration date.
- Any lapses in the certifications in any of the required areas (business entity, affirmative action plan, or technical certification) will result in a lapse in your PQC.
Program Application Requirements:
In order to complete the PQC process, you must complete the individual application packages for technical certification, affirmative action plan, and business entity registration.

Application Submittal Procedure:
Entity registration applications may be obtained at the Vendor Information Center (VIC) or from the Department of Procurement Management. It shall be the sole responsibility of interested firms to obtain and complete required forms and submit their PQC application packages to The Office of Capital Improvements. Furthermore, firms shall be responsible to ensure that their PQC information is current and active by renewing in advance of the expiration date. Incomplete application packages shall not be reviewed until the correct submission has been received.
1. Submit a cover letter on firm letterhead requesting to be Pre-Qualification Certification along with a completed PQC application and required documentation to the following address:

2. Upon successful review of your PQC application, your firm will be issued a Pre-Qualification Certificate, which shall be valid for a one-year period. Again, you are responsible for renewing your PQC prior to the issued expiration date.
