The Standing Review Committee
The Standing Review Committee (RC) is the committee established by the County Manager to approve proposed projects for the application of contract measures for small firms certified with The Department of Small Business Development (SBD) when consensus cannot be reached between the contracting department and SBD for the following programs: the Community Business Enterprise (CBE) Program for Architecture, Engineering, Surveying and Mapping Professional Services, and the Community Small Business Enterprise (CSBE) Program for construction services, and the Small Business Enterprise (SBE) Program for the procurement of goods and service.
The RC members are appointed. Staff assistance shall be provided by SBD.
The Standing RC meets as needed. All Standing RC meetings are subject to Government-in-the-Sunshine requirements. The public shall be allowed to participate consistent with accomplishing the agenda of the Standing RC.
The Standing RC has authority to promulgate rules of general application to carry out its responsibilities, which rules are subject to review and approval by the County Mayor.
The Standing Review Committee may, after public deliberation and consideration of alternatives, accept, reject, modify or otherwise alter the staff recommendation. The County Manager may accept, reject, modify or otherwise alter the RC recommendations. The Board of County Commissioners may accept, reject, modify or otherwise alter the County Mayor's recommendations.
