The Review Committee (RC) is the committee established by the County Manager to approve proposed projects for the application of contract measures for small firms certified with The Department of Small Business Development (SBD) in the following programs:  the Community Business Enterprise (CBE) Program for Architecture, Engineering, Surveying and Mapping Professional Services, and the Community Small Business Enterprise (CSBE) Program for construction services, and the Small Business Enterprise (SBE) Program for the procurement of goods and service.
The RC members include:  Director, Department of Small Business Development (SBD); President, Public Health Trust; Director, General Services Administration; Director, Public Works Department; Director, Miami-Dade Aviation Department; Director, Miami-Dade Water and Sewer Department; or their designees; and four (4) individuals named by the County Manager. The County Manager shall designate one member to be chairperson. A quorum of the RC shall be five (5) members. Staff assistance shall be provided by SBD.
The RC meets bi-weekly or more frequently as needed.  The schedule of meetings  are published, listing the meeting locations, dates, times and agenda deadlines for submission of departmental recommendations to SBD.  All RC meetings are subject to Government-in-the-Sunshine requirements. The chair shall allow participation of the public at RC meetings consistent with accomplishing the agenda of the RC.
The RC has authority to promulgate rules of general application to carry out its responsibilities, which rules are subject to review and approval by the County Manager.
The Review Committee may, after public deliberation and consideration of alternatives, accept, reject, modify or otherwise alter the staff recommendation. The County Manager may accept, reject, modify or otherwise alter the RC recommendations. The Board of County Commissioners may accept, reject, modify or otherwise alter the County Manager 's recommendations.
