Mentor-Protégé Program
The Mentor Protégé program is a community-based effort that seeks to pair emerging certified CSBEs (Protégés) with similar more experienced and successful firms (Mentors) in order to provide the Protégé with business advice, assistance and training.
Management and Technical Assistance
This program is designed to provide direct and indirect assistance for small business development. Resources focus on developing the client's management capacity, and enhancing the marketability of his/her products. Any services related to the Bonding and Financial Assistance Program are now being offered under the Administrative Division.
Construction Management Training
The Division sponsors Construction Management Training to Community Small Business Enterprise (CSBE) firms. The classes are administered by Centex Rooney and Turner Construction Companies. The nine week training sessions are available only to the owner's of CSBE firms. Upon completion of the training classes, firms are eligible for Continuing Education Units (CEUs) and eligible to participate in the department's Expedited Payment Process (EPP). The EPP was created to provide CSBE firms who need financial assistance in expediting mobilization and subsequent expenses with an opportunity to access funding on awarded contracts. The assistance that CSBE firms receive will help alleviate the financial strain of managing construction jobs with Miami-Dade County.
Business Enterprise Certification Unit
This unit is the starting point for participation in Miami-Dade County's Business Enterprise Certification programs. The Division processes all applications for certification and re-certification including the Community Business Enterprise (CBE) Program for Architecture, Engineering, Surveying and Mapping Professional Services, Community Small Business Enterprise (CSBE) Program for construction services and Small Business Enterprise (SBE) for vendor services.
Community Business Enterprise (CBE) Program
This program is a gender/race neutral program replacing Miami-Dade County’s current B/H/WBE program for A&E contracts. It is designed to provide contracting opportunities for small and medium size firms that meet the following criteria:
- Average Gross Revenue for last 3 years does not exceed $4 million for architectural, engineering, and surveying and mapping services. 3 yr. average gross receipts cannot exceed $6 million for landscape architecture.
- Qualifier owns at least 25% of interest/issued stock
- Owner can have only one CBE/A&E certified firm
- Renewable annually
Community Small Business Enterprise (CSBE) Program
This program is a gender/race neutral program for firms that are defined as independent construction companies that meet the following criteria:
- Located and performing a commercially useful function in Miami-Dade County;
- Not exceeding 3 year average gross receipts of $10 million for general building (NAICS 233/SIC 15), $6 million for heavy construction contractors (NAICS 234/SIC 16), and $5 million for specialty trade contractors (NAICS 235,SIC 17);
- Qualified by an owner with at least 10% of the firm’s issued stock;
- Personal Net Worth does not exceed $1,500,000 for each owner
Disadvantaged Business Enterprises (DBEs)
DBEs, which have similar requirements, are not required to be located in Miami-Dade County. The DBE program is intended to remedy past and current discrimination against Disadvantaged Business Enterprises, ensure a "level playing field" and foster equal opportunity in Department of Transportation (DOT) -assisted, contracts, improve the flexibility and efficiency of the DBE program, and reduce burdens on small businesses. Micro/Small Business Enterprise (ME/SBE) Program
This program is a gender/race neutral program replacing Miami-Dade County's current B/H/W program for procurement contracts. It is designed to provide contracting opportunities for firms that meet the following criteria:
Micro Enterprise (ME) Program
- Average gross revenues for last three (3) years not exceeding $2 million except manufacturers whose number of employees cannot exceed fifty (50) and wholesalers whose number of employees cannot exceed fifteen (15).
- Located and performing a commercially useful function in Miami-Dade County
- Must own only one certified MBE/SBE firm
Small Business Enterprise (SBE) Program
- Average gross revenues for the last three (3) years not exceeding $5 million except manufacturers whose number of employees cannot exceed one hundred (100) and wholesalers whose number of employees cannot exceed fifty (50)
- Located and perfoming a commercially useful function in Miami-Dade County
- Must own only one certified ME/SBE firm
