Project Review

Prior to the advertisement of opportunities for small business participation, Small Business Affairs/DPM reviews construction projects and places Community Small Business Enterprise (CSBE) measures on these projects. Construction projects and work orders are also reviewed at the same time, for applicability to a Workforce Goal in accordance with the Community Workforce Program Ordinance 03-1.

In May 1997, the Board of County Commissioners (BCC) enacted Ordinance No. 97-52 which established a race and gender neutral (CSBE) program for construction related projects.

In January 2003, the Board of County Commissioners (BCC) enacted Ordinance No. 03-1 which established the Community Workforce  Program (CWP) to increase employment opportunities in underserved and underdeveloped communities within Miami-Dade County through the field of construction. These communities are defined as Designated Target Areas (DTAs).  All construction projects in which a Workforce Goal is applied must include CWP Participation Provisions  as part of the project/work order solicitation package.

The completion and submittal of a Construction Project Analysis Department Input Form  must be submitted to Small Business Affairs/DPM along with all other required project/work order supporting documentation, for all construction projects requiring Review Committee approval.
