    Does this program allow for On the Job Training (OJT)?

    Currently we are exploring the addition of a Training Program to the existing Community Workforce Program. We anticipate having this program added by the end of 2003.  We will make the information on the program available once this component has been evaluated and approved by the Board of County Commissioners.


    What is a Workforce Goal?

    A requirement in which contractors/ sub-contactors must hire a minimum of 10% of their workforce from a Designated Target Area (DTA) giving first priority to the residents of the DTA in which the project (public improvement) is located.


    How is a Workforce Goal established?

    The Department of Small Business Development (SBD) in collaboration with the issuing/using department or agency uses the following criteria to establish a Workforce Goal.

    • Scope of Work
    • Engineer’s estimate of the workforce needed to complete the project
    • NAIC/SIC code (This is a code which identifies the type of commodity or service of the project)
    • Local unemployment rate based no the latest Census study

     


    What is the Contractor/Subcontractor's responsibility in complying with a Workforce Goal?
    • The contractor must submit to The Department of Small Business Development (SBD) through the issuing/user department or agency a Workforce Plan outlining how they will achieve the goal within 15 days of the Notice of Award. A form is included in the Participation Provisions which are available on our web-site at and included as part of the contract solicitation package.
    • The contractor must submit a Monthly Employee Report (MER) of employees being utilized towards meeting the Workforce Goal. This form is also included in the Participation Provisions.
    • The contractor must submit certified payrolls.
    • The contractor must submit any changes to the approved workforce plan immediately to The Department of Small Business Development (SBD).

    If the contactor is unable to achieve a goal due to various reasons, they must receive relief or release from The Department of Small Business Development (SBD) to avoid any penalties or sanctions up to and including work stoppage, cancellation of the contract and debarment
