    Workforce Goal

    How can I get a job on one of the contracts that have a Workforce Goal?

    If you are a resident of a Designated Target Area (DTA), contact Small Business Development to obtain a Job Application at 305-375-3111 or download the application at:  http://www.miamidade.gov/sba/library/job_clearinghouse_application.pdf Adobe PDF. Contractors and subcontractors may utilize these applications to self-recruit for construction jobs with or without a Workforce Goal. You may also contact registered WDOs and WROs. To obtain a listing of registered WDOs and WROs contact The Department of Small Business Development at 305-375-3111.   


    What is a Workforce Goal?

    The Workforce goal is a percentage of labor force in which a contractor must hire from the DTA in which a project/work order is located. The workforce goal is equal to 10% of the labor force required to complete the project/work order or the unemployment rate of the DTA in which the project/work order is located, whichever is greater.


    What is required of the Contractor/subcontractor in order to comply with a Workforce Goal?

    The Awarded contractor must submit to the user/requesting Department a Workforce Plan (The Workforce Plan form is part of the Participation Provisions included in the bid package) within 15 days from the notice of award, outlining how they will meet their goal. Once the Plan has been approved by The Department of Small Business Development (SBD), the contractor will be provided with the Notice to Proceed. Penalties and sanctions are applicable for non-compliance in accordance with the governing Ordinance 03-237 (formerly 03-1) and the respective Administrative Order 3-37 as amended.
