    A

    A & E – Professional architectural, engineering, landscape architecture, land surveying and mapping.

    B

    Bonding & Financial Assistance Program – This program provides CSBE’s with assistance in obtaining bonding and/or financial assistance for construction projects such as assistance in preparing and completing bond packages. The program also provides funding for bonding purposes and assistance such as mobilization capital and/or working capital needed for specific projects.

    C

    Certification – The starting point for participation in Miami-Dade County’s business programs. the Department of Small Business Development (SBD) Certification Unit processes all applications for certification and provides technical assistance.

    Certification List – A list maintained by the Department of Small Business Development (SBD) that contains names, addresses, and certification expiration dates, of certified CBE’s, CSBE’s, and/or DBE’s, as appropriate, sorted by trade, service, and/or commodity.

    Community Business Enterprise (CBE) – A gender/race neutral program providing architectural, landscape architectural, engineering, surveying and mapping, and design-build firms with the opportunity to participate on County contracts set-aside in part or in whole for CBE/A&E program participants. It is designed to provide contracting opportunities for small and medium-sized firms.

    Community Small Business Enterprise (CSBE) – A comprehensive program that affords opportunities to small businesses to participate in the County’s construction of public improvements and it fosters growth in the economy of Miami-Dade County, by affording small businesses a chance to gain the experience, knowledge and resources necessary to compete and survive, both in the government construction contracting arena as well as in the private construction contracting arena.

    Community Workforce Program (CWP) – A program established as a means of increasing employment opportunities in the areas of construction, for residents of traditionally underserved and underdeveloped neighborhoods. These neighborhoods have been identified as Designated Target Areas.

    D

    Disadvantage Business Enterprise (DBE) - a business, usually small, owned or controlled by a majority of persons who are determined by the jurisdiction to have been deprived of the opportunity to develop and maintain a competitive position in the economy because of specified social disadvantages; not limited to members of minority groups.

    Designated Target Area (DTAs) – Empowerment Zones, Focus Area, CDBG Eligible Block Groups, Enterprise Zones, Targeted Urban Areas. 

    E

    Equitable Distribution Program (EDP) – A Miami-Dade County rotational process to distribute Architectural, Engineering and Landscape Architectural Professional Services

    L

    Letters of Intent (LOI) – A letter signed by a subcontracting CSBE, detailing the scope and dollar value of the work to be performed by the CSBE, for the successful bidder on a contract that is set-aside, or on a contract with trade set-asides or subcontractor goals.

    M

    Management & Technical Assistance (MTA) – A program designed to provide direct and indirect assistance for small business enterprise development.

    Mentor-Protégé Program – A program whose purpose is to build effective working relationships between leaders of mature established companies and emerging small business enterprises in order for the latter to benefit from the knowledge and experience of the established mentor firms.

    Monthly Utilization Report (MUR) – A report indicating work authorizations, the amount of money received in payment to Miami-Dade County and the amount of monies paid to sub-consultants per project. This report must be submitted monthly. 

    R

    Review Committee (RC) – is the committee established by the County Manager to review and approve proposed projects for the application of contract measures for small and minority firms certified with Small Business Affairs/DPM in the following programs: the Community Business Enterprise (CBE) Program for Architecture, Engineering, Surveying and Mapping Professional Services, and the Community Small Business Enterprise (CSBE) Program for construction services.

    Request for Proposal (RFP) – A formal written solicitation prepared and issued for the purpose of seeking sealed responses from prospective proposers (i.e. outside consultants, technicians and specialists) by a date and time certain as established by the County.

    Request for Qualifications (RFQ) – A formal written solicitation prepared and issued for the purpose of seeking sealed responses from prospective proposers (i.e. outside consultants, technicians and specialists) by a date and time certain as established by the County.

    S

    Schedule of Participation (SOP) – A form contained in the bid documents of a contract with goals on which bidders list at the time of bid submission as appropriate, to be used to meet the goal, the scope of work each will perform, including the goods or services to be provided, and the dollar value of such work.

    W

    Workforce Goal – A percentage of labor force, as determined by the Department of Small Business Development (SBD), that a County awarded contrator/subcontractor must hire form within a Designated Target Area (DTA) in accordance with the governing Ordinance and the respective Administrative Order. The Percentage must be 10% or more of the total force needed to complete the awarded construction contract/project or work order.
