Each year Miami-Dade County awards millions of dollars in contracts to firms for procurement of goods and services (items excluding construction and architectural and engineering services).
Small Business Affairs/DPM reviews procurement projects prior to advertisement for opportunities, of small business participation and places measures for these projects accordingly.
To address this issue, Miami-Dade County has unveiled an exciting new program – Small Business Enterprise program to provide contracting opportunities to small firms.
The new Small Business (SBE) Program incorporates two business sectors, micro enterprise and small business.
Eligibility requirements for micro enterprises and small business enterprises comprise the following:
• Firms whose three (3) year average gross revenues do not exceed $2,000,000, unless a manufacturer with fifty (50) employees or less or a wholesaler with fifteen (15) or less employees may be certified micro enterprises.
• Firms whose three (3) year average gross revenues do not exceed $5,000,000, unless a manufacturer with one hundred (100) employees or less or a wholesaler with fifty (50) or less employees may be certified small business enterprises.
Under the SBE Program, certified Micro Enterprises receive an automatic ten percent (10%) bid preference/selection factor on contracts $50,000 and under. It is required that departments solicit bids or quotes from at least four (4) firms where available (two micro enterprises and two non-certified firms) for contracts of $50,000 and under.
County departments are also required to expend at least 5% of the total value of contracts $50,000 and under with micro enterprises. On contracts that exceed $50,000, SBEs participate through set-asides, subcontractor goals, bid preferences or selection factor.

In order to do business with Miami-Dade County firms must be registered vendors. Vendor applications may be obtained from the Department of Procurement Management. In order to participate on County procurement projects fulfilling Small Business Enterprise measures, a firm must be certified in the appropriate category with Small Business Affairs/DPM as well.
