Small Business Enterprise (SBE) Program Instructions to Departments

You have entered the Small Business Affairs/DPM’s “SBE Instructions to Departments” site. Here you will find a SBE Power Point Presentation, SBE program documents and instructions for meeting program guidelines governing the procurement of commodities and services. We hope that this site assists you in incorporating the requirements of the SBE Program in your processes and procedures for procurement.

The Small Business Enterprise (“SBE”) Program shall apply to all County and Public Health Trust contracts for the purchase of goods and services, including professional services. The SBE Program shall not apply to leases or rental of real property; licenses and permits; concessions; franchise agreements; and contracts for attorney and/or legal services; and contracts for investment banking services.

It is the policy of  Miami-Dade County that a minimum of 5% of the total value of contracts $50,000 and under be awarded to Micro Enterprises; Small Business Enterprise Measures may be applied to contracts greater than $50,000.
