Goal Deficit Report

?This report lists those firms that have not fulfilled the measures on contracts as approved by the Board of County Commissioners.  The Department of Small Business Development (SBD) is responsible for monitoring awarded contracts for compliance with the following programs:  Community Small Business Enterprise (CSBE), §10-33.02 Code of Miami-Dade County; Community Business Enterprise (CBE), § 2-10.4 Code of Miami-Dade County; and the Small Business Enterprise (SBE), §2-221 through §2-228 Code of Miami-Dade County.  Pursuant to the ordinances, contractors that fail to achieve the measures on contracts must make up any deficits in measures on future County work.  The make-up amount is equal to double the dollar value of the deficiency.  These ordinances require make ups be made a condition of any new award.

On June 2, 2009, the Miami Dade County Board of County Commissioners adopted Ordinance   No. 09-41 amending the Community Small Business Enterprise (CSBE) program, §10-33-02 of the Code of Miami Dade County, to require a contractor with a pending CSBE make-up to submit a make-up plan and corresponding Schedule of Intent Affidavit (SOI) as part of any bid or proposal submitted for future contracts at the time of bid or proposal submittal. The SOI must identify all CSBEs to be utilized to meet the first tier subcontractor goal and the trade designation of work each firm will perform in satisfaction of the make-up, in addition to any other goals that may be applicable. A contractor that fails to include the required SOI with its bid or proposal for any future contract shall result in the submittal being deemed nonresponsive.
