To be considered a certified small business enterprise participant in an applicable Miami-Dade County contract bid competition, your complete certification application package must be received and approved by the Department of Small Business Development (SBD) by the bid due date. Your certification effective date will be the date the application is properly received and deemed complete and approved by SBD.
Expedite requests will be considered by SBD as follows:

Applications are processed on a "first-in", "first-out" basis unless an application expedite is requested. You must be actively bidding on an upcoming Miami-Dade County solicitation and submit a written expedite request.

A written expedite request and complete certification application package and all required support documents must be received by SBD a minimum of five (5) business days prior to the bid due date.

A complete expedite application package includes the following:
- A completed certification application and all required support documentation. (An incomplete submittal will delay your certification status and may result in your inability to participate in upcoming contracting opportunities.)
- A copy of the bidders list indicating the applicant name for purchase of plans & specifications
- When applicant is responding to a prime request to bid:
- Bidders list indicating the prime for the purchase of plans and specifications
- A written proposal to the prime (or request for proposal from the prime) indicating the scope of work to be performed
- A&E & PSA participants will be reviewed in the same manner including:
- Additional review would include current Pre-Qualification documents
- Affirmative Action Plan on file

Appointments to meet with a Technical Assistance Coordinator are available. In most cases, you will receive a determination within 24 hours of your certification status after receipt of your package. The same complete documentation submittal requirements and lead-time apply to appointment customers as they do for all expedite requests.
