Small Business Development

Small Business Development (SBD) is a division of the Internal Services Department.  SBD is responsible for the administration of Miami-Dade County's Small Business Enterprise, Wage and Workforce Programs.  Additionally, SBD is responsible for the County’s Debarment, Cone of Silence, Selection Committee Formations, Change Order Coordination Process, Anti-Discrimination Ordinance, Prompt Payment Ordinance, Equitable Distribution Program, and Miscellaneous Construction Contracts Program as mandated by County Code, implementing orders, and federal regulations.

There were approximately 1,559 firms certified in the Small Business Enterprise Programs during fiscal year 15-16.  As a result of the efforts of SBD in applying small business measures, over $166 million was awarded to certified small businesses during fiscal year 15-16.

This is a listing of a team of professionals who are assigned Small Business Enterprise firms certified in one or more of the four small business programs administered by SBD.

SBD launches new automated Contract Compliance Software

Miami-Dade County is pleased to announce a new web-based Contract Compliance and Workforce Management Systems (CCWMS) being implemented and managed by the Small Business Development (SBD) Division of the Internal Services Department.

The CCWMS houses County contracts, tracks compliance with Small Business Enterprise Program measures, Workforce Program requirements, and subcontractor payments.

Posting to his web-based system is mandatory: therefore, attending one of the scheduled trainings is strongly encouraged. Firms contracting with the County will be required to report payments to subs and workforce information via the CCWMS. Firms will be able to view their County contracts at a glance and post required information with ease and efficiency.

Small Business Development, a division of the Internal Services Department is hosting monthly Hands-On Training opportunities for firms contracting with Miami-Dade County in the County’s new Contract Compliance and Workforce Management System (CCWMS).
