Residential Construction Mitigation Program (RCMP)

The Residential Construction Mitigation Program (RCMP) is funded by the Florida Division of Emergency Management directly grant funded and serves to harden or retrofit single family and multifamily homes through mitigation efforts. These efforts may include: re-roofing, load path reinforcement, opening (windows/shutter) protection. It is significant to note that the program strictly provides retrofit measures rather than rehabilitative work to structures, which primarly serve to protect homes against wind drive forces such as hurricanes, tropical storms, etc., Applicants will be served on a first come-first served basis, however there may be priority given to low-moderate income households, seniors, and households with children.

Community Action and Human Services Department (CAHSD) is currently soliciting qualified contractors that are interestsed in participating in the Residential Construction Mitigation Program which strictly provides retorift measures, primarily to protect homes against wind driven forces such as hurricanes, tropical storms, etc., through Miami-Dade Contract No.: 9244-0/13. Contractors approved under Group: 1 General Contractors and Group: 3 Roofing Contractors and Contracts No.: 51010/21-1 Furnish and Install Hurricane Shutters (Accordion Aluminum and Garage Door Categories). Vendors are allowed to bid on all projects that fall under those groups. All socilitations will be sent email on a Request for Quotation (RFQ) format to all pre-qualified vendors.

Bids and Proposals Process:


  • The owner must occupy the property (not own other investment properties), located within the Miami-Dade County boundaries.
  • Provide proof of income for all household members, proof of ownership, copy of State ID and Social Security cards.


The program requires participants eligibility at or below 80% low-to-moderate household income*.

Applicants must call 786-469-4730 to be added to the wait list. The program is limited to funding and there are no costs associated to the program. 

*Income guidelines are established by U.S. Department of Urban and Housing Development (HUD).
