Disposal Facility Fee (DFF)

The DFF is an amount equal to 15% of the Private Haulers total gross receipts for the preceding month.

Applicability to Private Haulers

The DFF is a fee imposed on Private Haulers operating in the Disposal Facility Fee Area (DFFA) that collect, transport or deliver solid waste.


The DFF excludes: (1) construction and demolition roll-off service, (2) recyclables collection, and (3) compactor leasing service. For the purpose of reporting waste collection activities subject to the DFF, the three (3) exemptions stated above are further qualified by the Department of Solid Waste Management as follows:

  1. The construction and demolition roll-off service exemption refers to the temporary placement of a container(s), for the disposal of waste material from a construction or demolition project, including renovation and or remodeling projects. A roll-off container used continuously or temporarily to dispose of commercial waste is not exempt from the DFF.
  2. The recyclable exemption refers to source separated material capable of being recycled and which if not recycled would be processed and disposed of as solid waste, including but not limited to: glass, aluminum, steel, plastic containers, newspaper, mixed paper, cardboard and plastics, all of which are exempt from the DFF.
  3. The Compactor leasing service exemption refers to the installation, maintenance and repair of a waste compactor, the charge for which is exempt from the DFF. However, the waste collection and disposal portion of the service are subject to the DFF.

Service Area

The Disposal Facility Fee Area (DFFA) is defined in the Miami-Dade County Code as the unincorporated area of Miami-Dade County as it was geographically configured on February 16, 1996.

Please note: Any area of Miami-Dade County that has been either incorporated and or annexed after the above mentioned date remains part of the DFFA and therefore subject to the DFF.

For your convenience, a DFF web application has been created to assist in identifying service areas.

Monthly Reporting

By the 25th day of each month a completed DFF reporting formPDF must be submitted along with monthly receipts for solid waste collection and disposal service for all accounts that are subject to DFF for the preceding month.

A 1% late fee will be applied for payments not received by the 25th of the month.
