Over the counter sales of county held certificates will begin on July 1, 2008 at 9:00 a.m. Included are 1,961 county held certificates that were not sold after the close of the last batch and those items that were not available when the batch closed because they were in paid status and subsequently had the payment canceled. Payments will be accepted by the Tax Collector’s Office until purchase. Since we expect varied interest for these certificates a random selection of interested purchasers will be conducted by the Tax Collector. Buyers will have the ability to purchase certificates in the order assigned by the Tax Collector. There are a few rules and procedures to adhere to.
- Only buyers registered as of June 6, 2008 are eligible to apply.
- Bidder Groups will be treated as only one buyer. If one person or entity controlled more than one bidder group each group will have a slot. Individual buyer numbers that participated under a group will not receive additional slots.
- Buyers must be prepared to appear either in person or through an agent if selected on July 1, 2008 and be able to tender payment for purchases at that time. The will be no electronic or mail order purchases until all buyers in the random selection have had an opportunity to purchase.
- Since purchases are subject to immediate payment there is no deposit required.
- The list will be available at www.miamidade.gov/taxcollector or can be requested via e-mail at taxsale@miamidade.gov or by calling 305-375-1829.
- Buyers interested in participating in the sale should send an e-mail to taxsale@miamidade.com expressing their desire to be included in the sale. In return they will receive confirmation and an assigned slot number.
- Slots will be assigned through 10:00 a.m., Monday, June 30, 2008. After which the list will be published to all buyers that requested inclusion.
- At 12:00 noon a random sequence of the slots will be generated using www.random.org that will be distributed to participants.
- The list will be sorted based on the generated integers that will correspond to appointment times for July 1, 2008. The list will be e-mailed to all participants.
- The first three buyers will be ask to submit their lists of intended purchases and will assigned an appointment at 9:00, 10:00 and 11:00 a.m. to finalize their purchases.
- After these appointments the list will be updated to reflect the purchases from the first three buyers. The list of remaining certificates will be circulated via e-mail to the remaining participants.
- Participants who no longer wish to purchase any of the remaining certificates should notify Tax Collector.
- If possible purchases will resume at 2:00 p.m. starting with the fourth buyer.
- It will be assumed that any buyer not present at their scheduled time is no longer interested in purchasing the remaining items and will be passed over when their turn comes.
- If at 5:00 p.m. there are certificates remaining we will resume with purchases at 9:00 a.m., July 2, 2008.
- Once the list is exhausted a final list of any remaining items can be requested, and arrangement for purchases can be made electronically or by mail.
- It is expected that these procedures will lead to an orderly sale of available county held certificates however, the Tax Collector reserves the right to revise these procedures to achieve that end.
