Miami-Dade Transit (MDT) has recognized since the initial construction of its Metrorail Corridors the important linkage between land use and transit. This process began with station area plans developed for the stations on the original transit system and has grown with the successful joint development program undertaken by MDT that continues to capitalize on land parcels controlled by the County.
This vision of transit-supportive land uses situated around rail transit stations has matured to a more robust and proactive approach to station area development. MDT is working closely with other County Departments and with Corridor Municipalities on a strategic and creative strategy to foster Transit-Oriented Development (TOD) in planned rail expansion projects.
MDT is now advancing the master developer concept for station area development on the North Corridor Metrorail Extension. Rather than choosing one site and releasing a Request for Proposal (RFP) to solicit a specific development program and design, the master developer approach allows the agency to bundle several sites together and solicit development teams through a Request for Qualifications (RFQ) process. The role of the master developer is to assemble team resources that can design, finance, construct and operate mixed-use, transit-oriented projects that are acceptable to the surrounding community and meet the requirements of various regulatory agencies.
The Master Developer Forum
As the first step in this process, MDT is announcing the Master Developer Forum to be held on Tuesday, March 27, 2007 in Miami. A variety of materials are provided on this web page to provide useful background information, including the release of the Request for Industry Comment (RFIC) to solicit general interest, input, and feedback from the development community on the master developer concept and the scope and responsibilities of the master developer.
Following the forum, MDT will prepare a Request for Qualifications (RFQ), taking into consideration the input provided by the forum and the responses to the RFIC, and then solicit formal responses to enter into the selection process for the master developer.
