(Miami-Dade County, FL) -- As required by the Federal Transportation Administration, Miami-Dade Transit will be conducting its annual, mandatory, security emergency drill in cooperation with the Miami-Dade Police Department. The “notice” drill (prior notice has been given to all participating agencies) will take place on Monday, November 20, 2006, from approximately 10:00 a.m. to 2:00 p.m.
The below-detailed “Superbowl - Bus Hijacking” scenario is a cooperative effort between the Miami-Dade Police Department Special Response Team and the Miami-Dade Transit’s Office of Safety and Security. All listed participants have been notified and briefed of the Operations Plan and are prepared to participate on Monday, November 20, 2006. Miami-Dade Transit is asking media outlets to inform the public that this is only an exercise.
MDT Bus Hijacking Scenario Operations Plan
Scenario Overview: It is Sunday, February 4, 2007 (Super Bowl Sunday) at 6 p.m. An armed robbery has occurred in the Doral District. Two armed subjects have fled from the police, who lost them in the area of 24 St. SW 75 Ave. A passerby called 911 and reported seeing two armed men run into a MDT bus. The bus proceeds north on the Palmetto, followed by Police Operations Bureau officers, and ends up in Lot 16 of Dolphin Stadium. The subjects think that the massive Super Bowl crowds and general chaos may mask their escape. SRT takes over the scene at the Stadium and handles as necessary.
