It is within the Task Force’s authority to recommend to the Mayor and the County Commissioners the merger, realignment or cessation of funding of any existing agency or publicly funded organization, if necessary to bring about the priorities of the “Plan”.
The Task Force is not primarily a funding agency. However on occasion through special local or state allocations the Task Force may provide funding for narrowly defined project objectives. Generally, County funding for urban economic revitalization purposes within the TUAs will be expended through the appropriate county agencies and departments. Funding will be distributed based on projects which successfully compete for economic development support in accord with guidelines established by the Task Force.
In order for any TUA projects to take place within County municipalities there must first be an executed inter-local agreement between the county and the municipality which outlines mutual fiscal responsibilities and other appropriate functions. According to Section 9 of the Ordinance the Task Force will address only those funds intended for targeted urban areas with respect to the allocation of County funds.
There is no sunset provision contained in the ordinance which created the Task Force on Urban Revitalization.
