PREPARATION OF DESIGN CRITERIA PACKAGE FOR THE MENTAL HEALTH FACILITY RENOVATION

Prime and sub-consultants awarded a Professional Services Agreement (PSA) under this solicitation will we be precluded from award of any design-build project resulting from the development of the Design Criteria Package solicited for in this document. The scope of services includes professional architectural and engineering (A/E) services for the preparation of a Design Criteria Package to include renovations to the existing South Florida Evaluation and Treatment Center, in addition to a new onsite parking garage and multi-story Short-Term Residential Treatment (SRT) facility. The existing vacant South Florida Evaluation and Treatment Center located at 2200 NW 7th Avenue, Miami, FL, 33127 will be renovated and upgraded for occupancy as a multi-use facility. The existing first floor shall be reconfigured/renovated for general entry and secured entry, inmate processing, correctional staff support/administrative and security areas, food storage areas, video visitation, courtroom(s), judicial areas, and judicial support staff spaces, to include but not limited to, Clerk of the Court, State Attorney, and Public Defender’s offices. The second floor shall be reconfigured to include, a Crisis Stabilization Unit (CSU), and miscellaneous spaces for mental health service providers. The third floor is a mechanical floor which will be renovated. Inmate cells and support spaces located on floors four (4) through seven (7) will be renovated for use as a secure Correctional detention facility. All mechanical, plumbing, electrical, building management, and fire safety systems and components are to be upgraded, including but not limited to, fire alarm, smoke evacuation and fire protection, inclusive of elevators and emergency generators. Unless otherwise noted, the security system is to be Black Creek and fire alarm system Honeywell Notifier. A multi-level onsite parking structure shall be provided to accommodate staffing and visitor requirements. Additionally, a multi-story SRT facility will be constructed to accommodate a minimum of 100 beds. The selected Consultant shall also be responsible for applying for and obtaining a Zoning Exception from the City of Miami Zoning and Appeals Board pursuant to Article 4 of Miami 21. The selected Consultant shall attend all hearings, complete all applications, prepare plans, as well as provide any resources and/or additional information as required by the City of Miami to obtain said exception. The selected consultant shall also be responsible for providing a detailed cost estimate in 2004 CSI Master Format, and shall apply LEED approved green building principles as required for compliance with Miami-Dade County Ordinances and I.O. 8-8. Additionally, the selected consultant shall assess the most efficient method to phase the overall project in order to get inmate beds available as soon as possible. One (1) qualified consultant will be retained with one (1) non-exclusive Professional Services Agreement (PSA) with a maximum compensation of $950,000 for an effective term of 1,987 calendar days or completion of the project, whichever occurs first. No minimum amount of work or compensation is guaranteed under this PSA. Experience and Qualifications: Prime consultant and/or sub-consultants must demonstrate the experience noted below, as applicable. 1) Categories 14.00 and 18.00: Prime consultant must demonstrate experience in designing at least one (1) correctional facility, and/or one (1) behavioral health treatment facility. 2) Categories 12.00 and 13.00: Team members (prime and/or sub-consultant) providing mechanical and electrical engineering services to the design team must demonstrate experience in designing and/or renovation of at least one (1) correctional facility, and in designing at least one (1) project involving fire alarm systems, building management systems, and/or smoke evacuation systems; 3) The respondent team must include a LEED AP professional in order to achieve optimum results in the application of said practices. Preferred Experience: Prime and/or sub-consultants should provide evidence of the following preferred experience: 4) Experience with the Agency for Health Care Administration (AHCA) permitted facilities. 5) Categories 12.00 and 13.00 Team members (prime and/or sub-consultants) providing mechanical and electrical engineering services to the design team are preferred to have participated in the design of at least one (1) correctional facility, and/or in one (1) behavioral health treatment facility. 6) Category 17.00: Team members (prime and/or sub-consultant) providing engineering construction management services to the design team is preferred to have participated in the construction management of at least one (1) correctional facility, and in one (1) project involving fire alarm systems, building management systems, and/or smoke evacuation systems. 7) Category 22.00: Team members (prime or sub-consultant) providing ADA Title II Consulting services to the design team is preferred to have participated in at least one (1) project of similar size and complexity. The expertise must be met by a qualified individual(s) of the prime firm and sub-consultants. The experience must be demonstrated by direct or substantial involvement of the individual(s) in a supervisory capacity at the Project Manager level or above. The determination of the individual’s qualifications and compliance with the experience and qualifications shall be at the sole discretion of the County. The Competitive Selection Committee may negatively evaluate proposals from firms they determine have failed to meet the above experience and qualification(s). Information regarding the experience and qualification(s), for the prime and A&E sub-consultants, must be included in ISD Experience & Qualification and Preference Compliance Verification Chart – REVISED 08/12/13, ISD Form Nos. 2, 3, and 4, as applicable.
