Announcement  Info  :   Scope of Work: (Contractor must obtain and submit all permits prior to performing any work.) 1.04 DESCRIPTION OF WORK A. This project consists of furnishing all materials, labor, and equipment necessary to rehabilitate existing generator enclosures and connect existing Generators No. 1, 2, 3 and 4 to remote radiators. The Work includes, but is not limited to demolition and modification work; mechanical connections of existing generators to four (4) proposed remote radiator system units; electrical connections; furnishing and installing piping, valves, fittings, supports, wiring and all appurtenant items and work as follows: 1. At Generator Units 1, 2, 3, and 4: Remove radiators and modify enclosure frame, roof, floor, walls, of existing Generators 1, 2, 3, and 4; floor beams, access doors; remove and dispose of existing ventilation fan inlet for generators 1, 2, 3, and 4; removal of 4 stack metal covers; removal mufflers from generator 3 and 4; removal of existing piping and fittings; remove existing fuel oil day tank and dispose; remove existing grounding resistors; legal disposal of all removals and debris from demolition at an approved site including but not limited to, removing, loading, transporting, and unloading, and paying tipping fees; modify air intake and install hoods over air intakes; furnish and install exhaust hoods and exhaust fan guards; furnish and install new double wall fuel oil day tank (130 gallon) [UL-142] one (1) per Generator by OEM (no substitution allowed); furnish and install mechanical level gauge and leak detector switch; furnish and install Gems programable safe-pack relays for pump control and low and high alarms, furnish and install a 4-position level switch at Generator #2 day tank; furnish and install new wind driven rain resistant stationary louvers at air intakes; furnish and install eight (8) new exhaust fans (2 per generator); furnish and install new doors; furnish and install motor control and appurtenant equipment; furnish and install cooling water pipe connection between existing engine and proposed radiator units; install Department furnished mufflers Generator 3 and 4; furnish and install stack covers; paint generator enclosures; furnish and install piping, valves, fittings, supports; furnish and install neutral grounding resistors (NGR); furnish and install electrical conduits, cables, raceways, disconnect switches and grounding systems; modification of existing electrical conduits and electrical systems; pull wire through existing conduits; electrical work; furnish and install PVC drain pipe to Fuel Oil pipe chase; furnish and install equipment shield canopy; paint all generators entirely; and all appurtenant items and work for a complete, satisfactory, and functional installation. 2. At the proposed Remote Radiator Units: Install Department furnished radiator assembly including installing expansion tank, isolation valves and concrete base slab; connect eight (8) proposed radiator fans (2 per radiator unit); pull wire from junction box to two starter disconnect switches for Fans #1 and #2; furnish and install electrical conduits, cables, raceways, disconnect switches and grounding systems; modification of existing electrical conduits and electrical systems; pull wire through existing conduits; electrical work; mechanical work; cooling water pipe connection between existing engine and proposed radiator units; furnish and install piping, valves, fittings, supports; and all appurtenant items, equipment, and work for a complete, satisfactory, and functional installation. 3. Site, Testing, Substantial Completion: Provide the services of a systems integration, provide site restoration; cleaning, and testing; submittal of O&M Documents, Record Documents (As-Builts), warranties, and punch list items; spare parts; and other appurtenant and miscellaneous items and work for a complete, satisfactory, and functional installation of the project located at the South District Waste Water Treatment Plant, 23300 SW 88 Ave, Miami, Florida 33190 in Section 21, Township 56, Range 40. 1.05 MINIMUM CONSTRUCTON EXPERIENCE OF THE CONTRACTOR A. With his bid, the successful Bidder shall submit proof that his/her firm has at least the minimum successful contract experience as required below for this Contract being bid. Such proof shall consist of a list of projects, completed prior to the bid date, with the names and telephone numbers of the owners or representatives the Department can call and confirm the listed experience. B. In addition to submittal requirements stated elsewhere, to qualify for work on this Contract the Bidder or Bidder’s Electrical Subcontractor shall be experienced with Generator installations, including medium voltage electrical power systems, and standby diesel generators. The Bidder Subcontractor shall also be experienced in construction of metal structures and steel framing welding. The welding Contractor shall be certified by the AWS with a minimum of five years of experience. C. The Bidder or Bidder’s Electrical Subcontractor shall have successfully completed a minimum of three (3) projects demonstrating experience with low and medium voltage power supply and standby diesel generators within the last ten (10) years meeting the following requirements: 1. Low Voltage: Minimum generator size 150 kW 2. Medium Voltage: Minimum generator size 1,000 kW D. The experience of key senior personnel with other firms may be counted toward the experience requirement, if acceptable to the ENGINEER. Should such evidence not be satisfactory to the ENGINEER, whose decision shall be final. E. In the event a firm is established by executives, supervisors and other senior field staff (key employees) that would have met these minimum experience requirements with a prior firm, the Department reserves the right to qualify the firm based on WASD's sole determination and evaluation of the knowledge and prior experience of these key employees employed by the new firm. COMMENTS: EMPLOY MIAMI-DADE PROGRAM In accordance with Section 5.02 of the Miami-Dade County Home Rule Amendment and Charter, Section 2-8.1 of the Code of Miami-Dade County, and Administrative Order No. 3-63, all contractors and subcontractors of any tier on (i) construction contracts valued in excess of one million dollars ($1,000,000) for the construction, demolition, alteration and/or repair of public buildings, or public works; or (ii) contracts or leases valued in excess of one million dollars ($1,000,000) for privately funded construction, demolition, alteration or repair of buildings, or improvements on County-owned land. The awarded Contractor is hereby notified that the County will consider whether the Contractor made its best reasonable efforts to promote Employ Miami-Dade on this contract, as defined in A.O. 3-63, as part of the County’s evaluation and responsibility review of the Contractor for new County contract awards. RESIDENTS FIRST TRAINING AND EMPLOYMENT PROGRAM In accordance with Section 2-11.17 of the Code of Miami-Dade County and Implementing Order No. 3-61, all contractors and subcontractors of any tier on (i) construction contracts valued in excess of $1 million for the construction, demolition, alteration and/or repair of public buildings, or public works; or (ii) contracts or leases valued in excess of $1 million for privately funded construction, demolition, alteration or repair of buildings, or improvements on County-owned land shall comply with the following: (i) prior to working on the project, all persons employed by the contractor or subcontractor on the project to perform construction have completed the OSHA 10-hour safety training course, and (ii) the contractor will make its best reasonable efforts to have 51% of all construction labor hours performed by Miami-Dade County residents. In accordance with Miami-Dade County Implementing Order 3-9, Accounts Receivable Adjustments, if money is owed by the Contractor to the County, whether under this Contract or for any other purpose, the County reserves the right to retain such amount from payment due by County to the Contractor under this Contract. Such retained amount shall be applied to the amount owed by the Contractor to the County. The Contractor shall have no further claim to such retained amounts which shall be deemed full accord and satisfaction of the amount due by the County to the Contractor for the applicable payment due herein. "MANDATORY" Pre-Bid Starts at: 10:00 AM, please be on time. All bids are to be turned into OCI Group located on the first floor of the Douglas Building, at 3071 SW 38 Ave. A 5% bid bond will be required along with your bids. Liquidated Damages - $1,000.00 per day. COA (Certificate of Assurance) form is Required. The contractor must include in their bid package the following documents: Appendix 5A, Quotation Forms Pages, Addendums, Bid Bond, COA (Certificate of Assurance) form. THE RFI PERIOD FOR THIS RPQ WILL CLOSE 5 WORKING DAYS BEFORE THE BID DUE DATE
