Charter Amendment No. 1

Conversion of General Council Member Seats into
Residential Area Council Seats

The Charter currently provides for four Council Members to be elected as residents of four geographic areas of the City, while providing that two Council Members may be elected as residents of any area of the City. It is proposed that the Charter be amended to provide for all six Council Members to be elected from six geographic areas of the City, with a transition provision.

Charter Amendment No. 2

Term of Office of Council Members

The Charter currently provides for four Council Members to be elected at each election, with two receiving a two year term of office and two receiving a four year term of office. It is proposed that the Charter be amended to provide for three Council Members to be elected at each election for four year terms, with a transition being made, so that Council terms are staggered.

Charter Amendment No. 3

Term of Office of Mayor

The Charter currently provides for the Mayor to be elected at each general City election for a two year term. It is proposed that the Charter be amended to provide for the Mayor to be elected for a four year term of office, with this change to be effective commencing with the 2007 general City election.

Charter Amendment No. 4

Annexation and Residential Seats

The Charter currently prohibits an adjustment in the boundaries of Residential Areas within one year of a Council election. It is proposed that the Charter be amended to prohibit amendments to the boundaries of a Residential Area within one year immediately preceding the first day upon which a notice of candidacy may be filed for any upcoming Council general election, with further automatic adjustments for annexed areas.
