Miami-Dade Water and Sewer Department receives financial reporting excellence award for 42nd consecutive year
The Miami-Dade Water and Sewer Department (WASD) is concluding 2025 on a distinguished note, earning a Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association (GFOA) for its Annual Comprehensive Financial Report.
This award, based on the fiscal year ending September 30, 2024, marks an exceptional 42 consecutive years of recognition, underscoring WASD’s long-standing commitment to excellence, accountability, and transparent financial stewardship.
“Year after year, our Water and Sewer Department exemplifies the highest standards of public stewardship,” said Miami-Dade County Mayor Daniella Levine Cava. “Through essential infrastructure upgrades and the integration of state-of-the-art technologies within their $8.97 billion Capital Improvement Plan, they are strengthening our systems and safeguarding public health. Their work reflects the core priorities of WISE305 and demonstrates a steadfast commitment to accountability, transparency, and fiscal responsibility on behalf of our ratepayers. Being recognized for 42 consecutive years is an exceptional achievement, and I am profoundly proud of the team for upholding such a consistent standard of excellence.”
The Certificate of Achievement is the highest form of recognition in governmental accounting and financial reporting, representing a significant accomplishment by a government agency.

Fink, P.E. “This recognition reflects our commitment not only to providing reliable water and wastewater services to more than 2.8 million residents but also to managing our customers’ payments with integrity and care. I commend our Controller Division for their professionalism and their dedication in preparing this complex report year after year.”
The Annual Comprehensive Financial Report undergoes independent review by an impartial panel that evaluates submissions for clarity, completeness, and a demonstrated “spirit of disclosure” that helps residents fully understand how their public funds are managed.
The GFOA is a nonprofit professional organization representing approximately 17,500 government finance professionals across the United States and Canada.
