TITLE Dade-Collier Training and Transition Airport Report Directive 150934 HEADER Date: To: Honorable Chairman Jean Monestime and Members, Board of County Commissioners From: Carlos A. Gimenez Mayor Subject: Dade-Collier Training and Transition Airport Report Directive 150934 STAFF RECOMMENDATION During the May 5, 2015 Board of County Commissioners (Board) meeting, Commissioner Sally A. Heyman requested an annual report on the use of the Dade-Collier Training and Transition Airport (TNT). The airport's primary purpose is to provide aircraft precision-instrument landing and approach training in South Florida for commercial and private pilots, and a small number of military touch-and-go operations. Small, single-engine propeller aircraft utilize the airport on a regular basis. The current annual service volume (ASV) for TNT is roughly 9,100 aircraft operations per year. All pilots that wish to train by performing approaches at TNT must obtain an Aircraft Use Permit from the Miami-Dade Aviation Department (MDAD) and every time a pilot wishes to utilize TNT they are required to provide their aircraft registration number to the Airport Operations Agent. Military operations are also common. User fees are charged to all commercial aircraft and aircraft weighing more than 12,500 pounds. There are three (3) types of Aircraft Use Permits: * A Permit: MDAD charges an approach fee of $28.00 per aircraft for this permit. The fee is set and approved every year by the Board. These permits are obtained mainly by commercial companies (air carriers, repair stations, and aircraft weighing more than 12,500 pounds) * B Permit: MDAD issues this permit to flight training schools. The cost of this permit is $1,200.00 per year. This permit is not limited to one (1) aircraft, as all aircraft registered for those flight schools can utilize the airport. * C Permit: This permit is free and is issued to operators of general aviation aircraft operating under 14 Code of Federal Regulations Part 91, and is not included in Permits A or B. MDAD issues this permit to private general aviation aircraft operators with aircraft weighing less than 12,500 pounds. Airside facilities at TNT are safe and capable of supporting large and small aircraft with precise landings. The only runway at TNT is Runway 09/27, which is 10,499 feet long and 150 feet wide. The asphalt is in good condition. There is also a parallel taxiway that is 75 feet wide. The airside facilities also include a double-wide trailer, which is used as the administration building, electrical vault, fuel farm, and small aircraft parking apron. T-hangars, conventional hangars, aviation fuel tanks, and tie-downs are not provided. No aircraft is based at TNT. Statistics on operations, facilities, and physical characteristics are attached. If additional information is required, please contact MDAD Director Emilio T. Gonzlez at (305) 876-7077. Pursuant to Ordinance 14-65, this memorandum will be placed on the next available Board meeting agenda. c: Abigail Price-Williams, County Attorney Jack Osterholt, Deputy Mayor, Office of the Mayor Emilio Gonzlez, Director, Miami-Dade Aviation Department Charles Anderson, Commission Auditor Eugene Love, Agenda Coordinator Honorable Chairman Jean Monestime And Members, Board of County Commissioners Page 2 |
